  The Hong Kong Legislative Council deliberated and passed the "Improvement of the Electoral System (Comprehensive Amendment) Bill 2021" on the 27th, marking the complete completion of the local legislative work involved in improving Hong Kong's electoral system.

This is conducive to the implementation of the principle of "patriots governing Hong Kong", thereby promoting Hong Kong society to better focus on economic and people's livelihood issues, seize the opportunities for development, and then govern and prosper from chaos to governance.

However, due to political disputes and other reasons, Hong Kong has not been able to fully grasp the relevant opportunities in recent years.

  After the "Regulations Amendment Disturbance" broke out, the harm caused by the political chaos in Hong Kong became more prominent.

The central government and the SAR government responded to the voices of Hong Kong citizens and adopted the "Decision to Amend the Law" to jointly promote the improvement of Hong Kong's electoral system at the national and SAR levels.

  The relevant draft bill submitted by the SAR government to the Legislative Council is based on the relevant decisions of the National People’s Congress and the guidelines of the NPC Standing Committee’s newly revised Basic Law Annex I and Annex II. It covers 8 main laws and 24 subsidiary laws and involves 369 amendments. The proposals include restructuring the Election Committee, formulating the method for selecting the Chief Executive and related matters, and updating the composition and method of the Legislative Council.

These amendments have effectively repaired the flaws and deficiencies of the original laws, optimized the structure of the Legislative Council and the electoral committee, further increased the voices representing the interests of the grassroots people, embodied the principle of expanded and balanced participation, and are conducive to safeguarding the overall interests of Hong Kong society.

  Under the new electoral system, the Hong Kong Legislative Council is expected to bid farewell to the chaos of opposition members’ “rab” and other malicious interference in the meeting. This will help legislators focus on economic development and people’s livelihood issues that are of concern to the general public, and promote positive interaction with the SAR government. Form a positive and healthy political culture and improve the governance efficiency of the SAR government.

  The passage of the amendment bill has attracted attention from home and abroad.

Various social organizations in Hong Kong issued successive statements that day, encouraging them to implement local legislative work to improve Hong Kong's electoral system.

  The spokesperson of the Hong Kong and Macao Affairs Office of the State Council and the Liaison Office of the Central People's Government in the Hong Kong Special Administrative Region also issued separate statements.

A spokesperson for the Hong Kong and Macao Affairs Office of the State Council pointed out that this is another major institutional achievement for administering Hong Kong according to law and bringing chaos to the fore. It will open a new chapter of good governance in Hong Kong.

  It is understood that the dates for the next three important elections in Hong Kong have been set.

The Election Committee subsector elections, the seventh Legislative Council election, and the sixth Chief Executive election will be held on September 19, December 19, and March 27 next year, respectively.

  The Chief Executive of the Hong Kong Special Administrative Region Carrie Lam said on the same day that the newly passed electoral system regulations will be gazetted and take effect on May 31, and the SAR government will go all out to prepare for the next three elections.

  I believe that with the in-depth introduction of the new electoral system by the SAR government, it will attract more people who are interested in serving the people of Hong Kong to stand for election.
