100 billion dollars for Africa by the end of the year, this is what the thirty or so African and European leaders who took part in the Paris summit yesterday are hoping.
The problem is that, mechanically, in the
IMF's “
Special Drawing Rights
” system
, African countries can only receive “a priori” only $ 33 billion.
The rich countries must therefore give up part of their rights in favor of the poor countries.
Romuald Wadagni is Benin's Minister of Economy and Finance, answers questions from Christophe Boisbouvier.
