With questions, the inspection team talked to the leaders of the bureau in charge of industrial funds, the heads of functional departments, and related institutions to learn more about the use of funds.
At the same time, professionals in taxation, finance, auditing, etc. were selected to carefully review the special fund account books of the institution.
After careful inspection, the unit may have regulatory loopholes in the use of special funds.
The inspection team made a decisive decision and listed the painting academy as a key target for inspections.
"Hello, we are from the inspection team of the Municipal Party Committee, and we need your institute to provide relevant information and financial account books for hosting the exhibition in Changsha, Hunan in November 2017." In the reimbursement vouchers, the inspection team found several vouchers for tickets, round-trip tickets and accommodation in Zhangjiajie Scenic Area.
After verification, the identity information of 5 individuals was consistent with the identity information of public officials provided by the inspected unit.
After locking the relevant information, the inspection team quickly talked to relevant public officials.
"We came to Hunan as a staff to assist in the exhibition. Is there anything wrong with this?" Facing the question, Cai Moumou, the former head of the business unit, asked "righteously".
"Then why did you go to the Zhangjiajie scenic spot?" After the staff asked step by step, Cai could no longer find a reason to prevaricate, so he explained the ins and outs of the illegal detour on public funds.
"At that time, I thought that it would be hard to come to Hunan and relax by the way. Besides, the expenses are not reported in the account of the unit, so they should not be discovered."
So far, the company's trick of realizing reimbursement of public funds for tourism by different units through industrial fund allocation has been thoroughly dismantled.
After the conversation, the relevant public officials will refund all the travel expenses paid by the painting academy. At present, clues about this issue have been transferred to the Municipal Commission for Discipline Inspection and Supervision for handling in accordance with regulations and laws. At the same time, the inspection team timely reported the problems discovered to the inspected units, and urged them to further investigate the loopholes in fund supervision behind the problem, draw inferences from one another, establish rules and regulations, and study and formulate measures to strengthen the management of funds in related industries.
