In the north, the current forecast is that the upper and middle reaches of the Yellow River, parts of the Haihe River Basin, the Songhua River Basin, and the eastern part of the Pearl River Basin in the south may have relatively heavy flood conditions; most of Xinjiang and the middle reaches of the Yangtze River may have less precipitation and are prone to phases. The number of typhoons that make landfall throughout the year in our country may be too high.

On the basis of a large number of investigations, the National Defense Office specially formulated and issued the "Guiding Opinions on Strengthening the Transfer of People in Hilly Areas During Heavy Rains" to address the five aspects of the transfer and avoidance work, that is, "who is transferred". The five key links of "when to transfer", "who organizes", "how to transfer" and "management of transferred personnel" put forward some specific requirements.
