  A few days ago, the State Forestry and Grassland Administration issued the "Letter on Properly Solving Issues Related to Artificial Breeding of Parrots."

The letter pointed out that the Henan Forestry Bureau is required to carry out a pilot identification management of a variety of artificial breeding parrots, including the Fei's peony parrot, and to issue management certificates to qualified farmers as soon as possible. At the same time, the legal artificial breeding sources shall be legally permitted. For the parrots sold, the implementation of the prohibition of trading measures shall be stopped and the sales activities shall be carried out in the places prescribed by the government.

  "We farmers are very excited after receiving this letter, and finally we don't have to worry about breaking the law anymore," said Liu Feiyue, a parrot farmer in Shangqiu, Henan.

  On September 8, 2020, Min and his wife who opened a shop in a flower, bird, fish and insect market in Jiangxi were taken away by the local forest police because the public security organs confiscated more than 70 Fei's classified as "wild protected animals" from their shop Peony parrot.

Following this clue, Jiangxi Forest Police found Shi Yuling, a breeder of these parrots.

  Shi Yuling, who lives in Shangqiu, fell ill and became disabled in his early years, and his wife Liu Yanqin usually raises parrots.

After the Min couple's case, Liu Yanqin was arrested by the police and released on bail awaiting trial.

  Since then, there have been media reports in many places including Jiangsu and Liaoning. The local forest police seized and sold "wild protected animals" Fei's peony parrot, all of which originated in Shangqiu, Henan.

There are also many local farmers involved in the case in Shangqiu.

  Shangqiu has been breeding parrots for more than 30 years.

According to local farmers, the breeding and sales of parrots in Shangqiu have become an industrial chain, with sales channels leading to the whole country.

According to statistics, there are nearly 900 farmers in Shangqiu, and there are more than 1 million small ornamental parrots in stock, most of which are Fei's peony parrots, which account for 90% of the country's slaughter in Shangqiu.

  Liu Feiyue, a farmer in Shangqiu, said that parrot breeding is the support for farmers in Shangqiu to support their families and even get rid of poverty and get rich.

Take himself as an example. He was physically disabled. He had previously worked in a barber shop. As he got older, he couldn't afford to stand for a long time. So he started to invest in breeding parrots. With his work in breeding, he can support his family and support his children to school. , Life is worry-free.

While breeding, he also pays great attention to epidemic prevention, applying for a breeding license and accepting epidemic prevention inspections every year.

  After a series of incidents happened to the merchants raising the Fei's peony parrots, this kind of parrot has no market, and even the business with other parrots has been affected.

The parrots are unsalable, but the merchants have to continue to feed them. This expense makes the merchants unable to make ends meet.

Some merchants can't bear to starve the parrots to death, so they can only release the parrots, but these artificially bred parrots basically have no ability to survive in the wild.

  The Shangqiu City Government and relevant departments promoted the progress of the incident after investigating. On the one hand, they reported the problem to the Henan Provincial Forestry Bureau and the State Forestry and Grassland Administration; on the other hand, the government carried out a unified purchase of the parrots of the farmers, reducing the losses of the farmers. .

It is understood that most of these parrots purchased in a unified manner were later put on display in the zoo.

  Now, with the support of national documents, the parrot farmers in Shangqiu are very excited.

According to the regulations, farmers need to apply for breeding certificates and load special signs for parrots for sale. As long as the certificates and signs are complete, they can be sold normally; those with incomplete certificates and signs are not allowed to sell. The relevant government departments will also strictly manage and supervise. .

  "We are willing to legally breed and sell legally under the management of the government. We also hope that the government will strengthen supervision to protect the rights and interests of legal merchants." Said parrot farmers in Shangqiu.

Now, parrot farmers, including Liu Feiyue, are going through the relevant certificate and labeling procedures. They all plan to continue to raise and sell Fei's Peony parrots after the certificates and labels are completed.

The attorney He Zhijuan told the Beijing Youth Daily that the letter from the State Forestry and Grassland Administration has been submitted to the procuratorate and the court, hoping that the prosecutor can make a decision not to prosecute.
