Among them, it is proposed that the interval for raising the sales price of unsold newly-built commercial housing shall be extended from six months after obtaining the pre-sale permit (now-sale registration certificate) to one year, and the increase shall not exceed 3% (including the number).

The interval for lowering the sales price remains unchanged for half a year, and the rate of decrease is unlimited.

  The notice requires that new commercial housing projects that acquire land through bidding, auction, and listing should apply for pre-sale permits or on-the-sale records for the first batch of applications for pre-sale permits or on-the-sale records from the date of implementation of this notice. Factors such as management costs, taxes payable, reasonable profits, etc., reasonably set the sales price of newly-built commercial housing, and declare to the Municipal Housing and Urban-Rural Development Bureau before applying for pre-sale permits or on-the-sale registration.

If, upon review, it is found that the price declared by the development enterprise is obviously unreasonable, the Municipal Housing and Urban-Rural Development Bureau will suspend the issuance of the pre-sale permit or temporarily not apply for the record of spot-on-sale.

The declared price of newly-built commercial housing after review and confirmation shall be the average declared price of the project’s application for pre-sale (on-the-spot) batches during the year. Development companies can set their own prices according to the situation of the proposed pre-sale (on-the-spot) building, but they must The sales price is declared in units of buildings (buildings), and the difference between the average prices of different buildings (buildings) in the same batch is not more than 10% (the same batch of residential buildings with 4 floors or less on the ground will be declared for different buildings (buildings). The price difference does not exceed 40%), and the difference between the highest unit price and the lowest unit price of the same building (building) is not more than 25%.

  In addition, for newly-built commercial housing projects that have acquired land by means of agreement transfer, and the first batch of applications for pre-sale permits or on-the-sale registration for the first time since the implementation of this notice, the selling price pricing principle shall refer to the commercial housing obtained by bidding, auction and listing. For the project, the land price for saleable floor is determined not to be higher than 90% of the average saleable land price for residential land listed for sale in the previous year in the town street (park). If there is no residential land listed for sale in the previous year, the reference price level is equivalent The surrounding towns and streets (parks) shall be determined not to be higher than 90% of the average saleable land price of residential land listed for sale in the previous year.

  The notice proposes to strictly control the price increase of the projects on sale.

For the newly built commercial housing projects that have been pre-sold (on-the-spot) before the implementation of this notice, the subsequent batches of housing shall declare the sales price according to the following methods:

  If the control price calculated according to the pricing principle of the second point is lower than the current price, the project can be executed at the current price. If the control price calculated according to the pricing principle of the second point is higher than the current price, the average price of the previous batch of declarations can be increased by no more than 5% and must not be higher than the calculated price.

Commercial housing operators shall implement clear price marking in accordance with the "Regulations on Clear Marking of Commercial Housing Sales", and shall not use restrictive methods such as bundling or additional conditions to force the provision of goods or services and bundle fees and other violations.

The market supervision and management department, together with housing and urban-rural construction and other departments, will intensify the supervision of the sales price behavior of commercial housing, and strengthen joint punishment.
