For the first time since taking power, General Mahamat Idriss Déby addressed the Nation.
The Head of State justified the establishment of the National Transitional Council to "guarantee national cohesion" and "prevent the country from sinking into violence and anarchy".
He announced the holding of an inclusive dialogue which "will not evade any subject".
The National Transitional Council will be "representative of all the vital forces of the Nation" and will lay the foundations for a new Constitution in order to organize "free and transparent elections as soon as possible".
