  Jiang Xilian died in the cell of the detention center at the age of 59. Investigators later found two "three-step down" rat poison packaging bags under her bed, and finally determined that Jiang Xilian died by taking poison.

  How did rat poison get into the detention center?

Hu Xianhua, Jiang Xilian's eldest daughter, said in an interview with The Paper (www.thepaper.cn) recently that there are still many mysteries to be solved in this case after 23 years.

  It goes back to 1997.

One day in May of that year, Jiang Xilian's fourth daughter-in-law, Peng, became unwell after eating lunch, suspected of being poisoned, and died after 7 days of hospitalization.

After Peng's death, Jiang Xilian's family was summoned by the public security organs. Jiang Xilian was finally locked up as a suspect in the case. After two criminal detentions, she was arrested on November 12, 1997.

  More than half a month after Jiang Xilian was arrested for the second time, her husband Zhao Jimao died of poisoning at home again.

Hu Xianhua said that after the family reported the case, there was no substantial progress in the investigation until mid-May 1998 when they suddenly received bad news that their mother Jiang Xilian had died in the detention center.

  The autopsy report of Jiang Xilian showed that the stomach tissue contained toxic rodent components, which was in line with the characteristics of dead corpses from poisoning, and it was determined that Jiang Xilian died of poisoning by taking tetramine.

A person familiar with the matter told The Paper that after the incident, the procuratorate went to the detention center to investigate and found rat poison packaging bags and old newspapers suspected to be used to wrap rat poison under Jiang Xilian’s bed, and determined that he was killed by taking poison, but “it is difficult to implement rat poison. The way to enter the supervision and the person who is directly responsible for the'accident'".

  Hu Xianhua said that after more than 20 years, her brother-in-law and father were "poisoned" by whom, and where the rat poison taken by her mother came from. There is still no clear conclusion.

At the end of 2020, Jiang Xilian's family applied for state compensation to the Yugan County Public Security Bureau for this case, but was rejected on the grounds of exceeding the statute of limitations. At present, the family has filed a reconsideration.

  On April 14, the staff of the Yugan County Public Security Bureau told The Paper that the death in Jiang Xilian Detention Center and the application of state compensation by family members were known. The case has been transferred to the procuratorial organ, but the specific circumstances of the case have not been disclosed.

Hu Xianhua said that they have also submitted an application for reconsideration of state compensation to the Public Security Bureau of Shangrao City.

  On April 23, the Shangrao City Public Security Bureau issued a "Criminal Compensation Review Decision" stating that the evidence provided by the Yugan County Public Security Bureau could not prove that the applicant’s application for compensation exceeded the request and was invalid. According to the National Compensation Law, it was decided to order Yugan County to The Public Security Bureau continues to review the facts and evidence materials of the case.

  "Poison Killing Daughter-in-law" Suspect

  More than 20 years after Jiang Xilian's death, her eldest daughter Hu Xianhua still showed pain in her face when she recalled her mother. She said that in that short period of two years, three people died in the family, all of whom were "poisoned". There are still many mysteries to be solved, "I have been running for more than 20 years, but this mystery can't be solved in any way."

  Jiang Xilian lives in Fuwan Village, Hongjiazui Township, Yugan County, Jiangxi Province. In 1995, her fourth son, Hu Jiexian, met his wife Peng. About half a year later, they got married and had a daughter after marriage.

A local villager recalled that after Peng married to Fuwan Village, there was nothing unusual at first, and the family got along in harmony and there was no quarrel.

But something happened two years later, and the family was almost destroyed.

  This incident in the mouth of the villagers directly led to Peng's death.

Hu Xianhua told The Paper that in May 1997, one day Peng went to the fields to spray pesticides on the rice, and then went home to cook.

At that time, although my mother lived in the same house with her second and fourth brothers, they had already separated from each other.

That night, Peng had a physical abnormality after eating, and was suspected of being poisoned. When the second sister-in-law found out, she ran out of the house and called for someone. The family quickly found a car and sent Peng to the county hospital with the help of the villagers. .

  Hu Xianhua recalled that after Peng was hospitalized, her family soon heard the news. For the next week, Peng was in a coma. On the seventh day, she suddenly foamed at the mouth and convulsed all over her body. The rescue failed.

The hospital once concluded that Peng was poisoned and died, and her family later reported to the public security organs.

Thereafter, Jiang Xilian's family was summoned by the police separately.

  Soon, Jiang Xilian became the main suspect in Peng's poisoning case.

On June 18, 1997, Jiang Xilian was placed under residential surveillance by the public security organs, and on June 23, he was criminally detained.

However, after the Public Security Bureau of Yugan County asked the Procuratorate to approve the arrest, the People's Procuratorate of Yugan County issued a "Decision Not to Approve Arrest" on August 8 due to insufficient evidence and released Jiang Xilian.

  However, the matter did not end there.

About two months after Jiang Xilian was released, on October 22, 1997, she was again criminally detained by the public security organ, and was subsequently arrested with the approval of the procuratorate.

A "Notice to the Family or Unit of the Arrested Person" issued by the Yugan County Public Security Bureau provided by Hu Xianhua on November 12, 1997, shows that Jiang Xilian was suspected of deliberate homicide and decided to execute the arrest with the approval of the Yugan County Procuratorate. He is currently detained in Yugan County Detention Center.

  Hu Xianhua said that since Peng's accident, although the public security organs have done an autopsy, they have not seen an autopsy report so far, and they don't know what poison Peng was actually infected with.

The family had made various guesses. They suspected that the poisoning was caused by spraying pesticides in the fields that day and failing to clean them after returning home. They even suspected that the second brother and daughter-in-law lived under the same roof, but they could not understand. In the end, the suspect will be his mother Jiang Xilian.

  The second "poisoning" incident

  What is strange is that after Jiang Xilian was detained for the second time, a suspected poisoning incident occurred in her home.

  On November 10, 1997, just over half a month after Jiang Xilian was detained for the second time, her husband, Zhao Jimao, suddenly felt unwell after eating. A passerby heard the inside of the house when she passed by her door. Someone called for help and hurriedly called in their family members. It was already too late when a group of people rushed to Zhao's house to find a village doctor. Zhao Jimao was not rescued in the end and died that night.

  In mid-March, The Paper repeatedly found the same villager who had rushed to Zhao Jimao's home to rescue him.

According to her recollection, on the day of the incident, she vaguely heard someone calling for help in the house when she bypassed Zhao Jimao's house, and her voice was a little weak. When she stopped in front of the door to listen, there were a few more sounds of help, and she rushed in. Inside the room, I saw Zhao Jimao sitting on a stool with a pained expression and a cold sweat all over his body. The little granddaughter (Peng's daughter) next to him was crying loudly, "Zhao Jimao was already dead at the time. I saw that the situation was not good. Hurry to go outside and call his family."

  The same villager said that because there was no doctor in the village at the time, Zhao Jimao could not save him when they found a village doctor from a neighboring village.

  Hu Xianhua said that when her father died, she foamed at her mouth. After the family called the police, the public security organs had carried out an autopsy on Zhao Jimao's body. However, like the fourth brother-in-law, they have not been able to see the autopsy report so far. Why did Zhao Jimo die? It's not because of the poison, and there is no way to know, and the investigation has not made substantive progress since then.

After Zhao Jimao's death, his family applied to the public security organs, hoping that his mother Jiang Xilian could come out to send his father for the last time, but it was not approved.

  The Zhao family believed that there was a connection between Peng's poisoning and Zhao Jimao's suspected death of poisoning. When Zhao Jimo's accident, Jiang Xilian, who was identified as poisoning his daughter-in-law, had been detained.

  What they didn't expect was that half a year after Zhao Jimao's death, on May 17, 1998, his mother Jiang Xilian was also poisoned and died in the detention center.

Hu Xianhua recalled that when she received a call from her brother that day, the other party choked up and kept repeating "Mother is dead" in her mouth.

The family rushed to the detention center and asked to see the body, but was refused.

Relevant departments cremated the autopsy after autopsy. Two or three days later, the family members were notified to go to the funeral home to take Jiang Xilian's ashes home.

  Hu Xianhua said that after Jiang Xilian's death, their home was completely broken. Soon after that, the second sister-in-law ran away from home. There has been no news. Before leaving, she burned down the house she lived in.

The death of Jiang Xilian also made the case of the fourth sister-in-law Pengmou a "headless case" for more than two decades.

  The death of the suspect

  It was more than 20 years since Hu Xianhua and others saw the autopsy report of her mother Jiang Xilian.

The autopsy report they obtained from the Procuratorate in May 2020 showed that Jiang Xilian was found lying on the wooden bed in the cell at noon on May 17, 1998. She did not respond, foaming in her mouth, and asked the individual immediately. The doctor gave first aid. Cardiopulmonary resuscitation was ineffective after half an hour. He died at 3:40 pm that day.

  According to the report, on-site investigations revealed that there was foamy liquid on the clothes on the right side of Jiang Xilian’s head, mixed with a small amount of bloody substances, and there were two plastic packaging bags of rat poison and two old newspaper inner cores under the bed. There is a red plastic bowl and pickles, leftover rice porridge and dried fish.

Tetramine was detected in the stomach tissues, rodenticide packaging bags, old newspaper inner cores and red plastic bowls submitted for inspection, and no tetramine was detected in the pickles.

  A person familiar with the matter told The Paper that after Jiang Xilian’s death, the procuratorial organs conducted an investigation into the incident and formed a report after the incident. At noon on the day of the incident, a deputy director of the Yugan County Detention Center had been on duty while inspecting the incident. Found Jiang Xilian sitting on the bed yelling, shaking hands and feet.

After that, the deputy director informed the director and another colleague of the situation. The three people analyzed that Jiang Xilian was overwhelmed with ideological burdens and decided to do her ideological work, but when she entered the prison in the afternoon and shouted Jiang Xilian, she was gone. echo.

  According to the above-mentioned person familiar with the matter, the procuratorial agency concluded after investigation that Jiang Xilian was killed by poisoning, and inferred the source of the rodent poison, that it might have been carried by Jiang Xilian when he was in custody. Because the Yugan County Detention Center was not equipped with a female police officer, when he was in custody Failure to conduct a physical examination on him resulted in the rodent poison being taken into the cell and hidden until the incident; another possibility was that Jiang Xilian was guilty of poisoning. However, “it was impossible to obtain relevant clues and evidence, and it was difficult to determine the route of rat poison entering the surveillance station and the person directly responsible for the accident.

  At the end of 2020, Jiang Xilian's family heard this conclusion, but they did not agree with it.

After many years, even the Peng family felt that Peng's death had nothing to do with Jiang Xilian.

  Peng’s father told The Paper that although they suspected that their daughter’s death was related to her in-law’s family, they thought it was not the work of her mother-in-law Jiang Xilian.

After Jiang Xilian's death, Peng's case was subsequently shelved. He has found the public security organs many times, hoping to draw a conclusion on his daughter's case and who killed him, but there has been no result so far.

  In December 2020, Jiang Xilian’s family entrusted a lawyer to submit state compensation to the Yugan County Detention Center, applying for compensation for death compensation, funeral expenses, and reasonable expenditures for letters and visits totaling 3.9 million yuan.

On February 7, 2021, the Yugan County Public Security Bureau issued a rejection decision stating that Jiang Xilian's death was in May 1998, and the time limit for litigation was two years in accordance with the relevant provisions of the National Compensation Law.
