  Chen Zhaoshi said that the government is based on the "vaccine bubble" and measures social distancing, taking the risk of infection as a consideration.

In some places that are inherently high-risk, if everyone inside has received the first dose of the vaccine, or even completed the vaccination, of course the risk of infection will be greatly reduced.
