The state of Berlin has agreed on substantial financial contributions with two people affected by the so-called "Kentler experiment".

The Senate Youth Administration announced on Tuesday that the suffering should be recognized.

Both sides had agreed not to disclose the content of the agreement reached.

According to an expert report presented in mid-2020, it was the responsibility of the former West Berlin child and youth welfare service in the official placement of foster children to sexual child abuse.

The key figure was the professor of social education, Helmut Kentler.

Kentler, who died in 2008, was head of department at the Pedagogical Center in Berlin in the 1960s and 1970s and then professor for social pedagogy in Hanover.

As part of an "experiment" he initiated, foster children were consciously referred to pedophile foster fathers with the aim of rehabilitation.

"The State of Berlin is thus assuming a moral responsibility"

Berlin's youth senator Sandra Scheeres (SPD) said she was “relieved that it was possible to reach an agreement by mutual agreement despite the complex legal situation”.

She hope this will help alleviate suffering.

Scheeres emphasized: "The State of Berlin is thus assuming a moral responsibility that is independent of the statute of limitations under criminal law." Your Senate Administration also supports the continuation of the processing process with a third research assignment.

The focus will be on pedophile network structures going beyond Berlin.
