Is there a "magic bullet" for renovating high-priced school district housing?

The Beijing Municipal Education Commission recently stated that this year it will further increase its efforts in multi-school scribing, and steadily promote the enrollment method of multi-school scribing, single-school scribing and multi-school scribing.

In recent years, many places have promoted the policy of multi-school partitioning, which has expanded the scope for the people to enjoy high-quality compulsory education resources. However, the multi-school partitioning has not fundamentally solved the problem of high-priced school district housing. Anxiety about not being able to get into a prestigious school.

So, is there a "magic bullet" for rectifying high-priced school district housing?

The original intention of the multi-school partitioning policy is to implement the "housing to live without speculation" policy and a measure to cool down high-priced school district housing.

However, multi-school dicing is only a cutting method, no matter how to cut, the area of the "cake" is the same.

There is a view that, in the past, single-school enrollment was the main focus, but now it is mainly to promote multi-school enrollment, or it will continue to increase people's anxiety.

In the past, buyers who bought houses at high prices might immediately open the door to high-quality schools, but now even if they spend half the previous price of housing in school districts, they may not be able to enter high-quality schools.

There are also random computer assignments brought about by multi-school scribing. After all, the source code is manually entered. There is no "back door" in the system, and how the public supervises is also a problem.

After such changes, it is the buyers who are tossed.

There are many reasons for the problem of high-priced school district housing, one of which is the imbalance of high-quality educational resources.

In recent years, some places have stepped up efforts to build so-called prestigious branch schools, prestigious schools named schools, and even "copy" prestigious schools in batches. It seems to increase the allocation of high-quality resources, but in fact it is suspected of being mixed up. The people have strongly expressed their opinions.

Article 22 of the Compulsory Education Law of the People’s Republic of China clearly stipulates that the people’s governments at or above the county level and their education administrative departments shall promote the balanced development of schools, narrow the gap in the conditions for running schools, and shall not divide schools into key schools and non-standard schools. Key schools.

In fact, in some places, although there is no difference between the key points and the non-key points in name, the existence of high-priced school district houses confirms the reality-there are high-quality schools behind them.

If local authorities fail to narrow the gap between schools during the compulsory education stage, the problem of high-priced school district housing may not be cured.

The uneven distribution of high-quality educational resources in a place is also related to the lack of exchanges and rotations with principals and teachers.

Comparing famous schools with weak schools, in addition to the hardware gap, the former has a faculty that far surpasses the latter.

As early as 2014, the Ministry of Education and other departments issued opinions on promoting the exchange and rotation of principals and teachers of compulsory education schools in the county (district) area, and some results have been achieved. It can also be used as an evaluation indicator.

It is undeniable that the grassroots are also facing difficulties in the exchange and rotation of principals and teachers. For example, some local government-affiliated high schools and provincially-owned prestigious schools have more high-priced school district houses around these schools.

County-level and even prefecture-level governments do not have enough control over such compulsory education resources. After all, some high-quality education resources are in the hands of ministries and provincial universities, and people and property are not under local management.

If this pattern cannot be broken, it may be difficult to promote the exchange and rotation of principals and teachers during the compulsory education stage and the smooth flow of high-quality educational resources.

  Education is the foundation.

The problem of housing in high-priced school districts is one of the most important concerns for the people at present. To solve this problem, we must return to the public welfare attributes of compulsory education. When returning to compulsory education, we cannot set up key schools and return to the balanced development of compulsory education.

At present, relevant departments and localities should consider continuing to strengthen the exchange and rotation of principals and teachers, and formulate a rigorous work plan to allow the smooth flow of high-quality educational resources.

Increasing investment in education and reforms are also indispensable.

It is recommended that the relevant departments use reform thinking to promote the quality and efficiency of compulsory education, and coordinate and revitalize the high-quality educational resources of the ministries, provinces and departments, so that the principals and teachers can flow, so that the people can share more dividends in the reform process.
