• Proposal of the PP Congress refuses to eliminate the Registration tax

  • Unespa Electrified cars are only 2.3% of the total

Since last Saturday, all those who acquire an electric vehicle and meet certain conditions, can benefit from the aid of the Moves III Plan.

It is the most ambitious program to promote clean mobility in Spain (the current Moves has had 120 million) and

one of the levers to have 100,000 recharging points and 250,000 electric cars in 2023,

which will help prevent more from being generated. 450,000 tons of CO2.

In addition, according to the estimates of the Ministry of Ecological Transition, it can contribute

more than 2,900 million euros to GDP and generate more than 40,000 jobs

throughout the entire value chain.

The bases with all the details of it will probably be published in the BOE tomorrow, Tuesday, but

a basic guide can already be made.

AID UNTIL THE END OF 2023

As it has been known for a long time, the budget is 400 million euros, expandable up to 800 million if the demand so requires.

Although the program is piloted by the IDAE, it is managed by the different Autonomous Communities, with the funds being distributed according to their population and not according to the electric car market.

Considering what happened with the Moves II still in force,

Andalusia would take the jackpot (71.6 million euros), followed by Catalonia (64.4) and Madrid (56.6 million).

The aid will continue until the end of 2023

and it is intended to reward the most active regions, for which the funds will be renewed almost automatically.

Or faster than until now, which has taken almost six months to do so.

VEHICLES THAT ARE ELIGIBLE

Cars, motorcycles, vans and 100% electric, fuel cell or plug-in hybrids will

be eligible

.

That is, never those with a gasoline or diesel engine, nor hybrids that do not plug in or cars that use gas (LPG or CNG).

Neither buses, trucks, or bikes.

And unlike the previous plan, electric bikes and mobility plans are not considered in companies.

They can be new or demo, as long as they had been self-registered by the dealer up to nine months before April 10.

The installation of charging points will also be subsidized, with up to 70% of the cost of the installation.

On the other hand, neither trucks nor gas cars will be able to benefit. The minimum autonomy of the vehicles will be 30 kilometers in the case of cars or vans, and 70 kilometers for battery-powered motorcycles.

In addition, for the specific cases of cars, a

maximum price of 45,000 euros and 10,000 for motorcycles is set, always before taxes.

The amounts to be received, in addition, will be increased by 10% if one of these three cases occurs: in the

case of vehicles for VTC or Taxi services, if the beneficiary is a person with a disability or if they live in a population of less 5,000 inhabitants.

But no more than one of these conditions can be claimed.

SUBSIDIES THAT THEN QUOTE IN INCOME TAX

The subsidies are more generous than in Moves II:

7,000 euros, 9,000 and 1,300 euros for cars, vans and electric motorcycles,

respectively, in the case of individuals and the self-employed whenever a vehicle over seven years old is scrapped.

If not, the amount drops to 4,500, 7,000 and 1,100 euros.

In the case of

plug-in

hybrids

, they have the same treatment as 100% electric if their autonomy is equal to or greater than 90 km;

but they

will receive 5,000 or 2,500 euros if they have between 30 and 90 km of range, and the beneficiary delivers an old vehicle or not.

These amounts

will have to be declared in personal income tax as an increase in assets.

For example, a person with a salary of 21,161 euros and who has received 5,500 euros from Moves II, the Treasury will charge 1,650 euros.

HOW TO ORDER THEM

Nothing to do with the complexity of the failed Renove, in which the applicant had to carry out the entire process starting with obtaining a digital certificate.

In Moves III, the Moves II formula is maintained: the request will be processed by the dealer, who will register us in the program.

But it does not

discount public aid from the price of the vehicle, only its contribution.

The client pays the car in full and then the CCAA in which we have requested the help,

will reimburse us the corresponding amount once the file is approved.

Which can take up to a year.

In the case of

individuals and freelancers, they can start the procedure from now on as

long as the purchase invoice is after April 9.

In the case of companies, they must wait for the corresponding CCAA to publish

the call.

Until then they will not be able to purchase the vehicle.

OVERLAPPED WITH MOVES II

The previous plan to help the purchase of electrified products is valid for one year from the date that each region launched it.

Since it

is less generous (5,500 euros maximum in cars),

those who buy their vehicle now will take advantage of the new one, apart from the fact that both aid are incompatible.

There is the possibility of moving an open file in Moves II to Moves III:

if on April 9th you had not placed the order for the car;

or that, having carried out this procedure, even if the aid has been approved, it has not yet been invoiced.

Something very unlikely.
