On April 8, the Chief Executive of the Hong Kong Special Administrative Region, Carrie Lam, went to the Legislative Council to attend the "short question and short answer" questioning session and said that talents are needed to improve governance efficiency.
She believes that in order to be more active in cultivating civil servants, civil servants must have governance philosophies in addition to their governance skills.
The policy address has proposed the establishment of a civil service college. The department for training civil servants in the North Point Government Offices has been integrated. A temporary college will be established at this location by the end of 2021.
