At present, there are about 4,356,900 manhole covers of various types in the public areas of all cities and counties in Henan.
According to the ownership of manhole covers, more than 10 provincial-level industry authorities are involved.
Due to the wide variety of manhole covers, many property rights units, and wide coverage areas, the overall status quo is relatively complicated, with multiple management and "Nine-Dragon Water Control" situations, and there is no linkage mechanism for various industries and lack of coordination and restriction means.

According to the requirements of the "Three-year Action Plan for the Special Renovation of Manhole Covers in Urban Public Areas of Henan Province (2021-2023)" (hereinafter referred to as the "Plan") issued by the Department of Housing and Urban-Rural Development of Henan Province, the manhole covers after renovation will have their own " "Electronic ID card", that is, a unified and standardized identification of manhole cover, which includes serial number, category, product model, implementation standard, specification material, load-bearing grade, production date, management unit and other related information, and establishes "one way one file, one cover one Number, one well, one ownership" electronic file.
In regions where conditions permit, it will be combined with the development of intelligent upgrade and transformation of manhole covers, using new technologies such as the Internet of Things, big data, and cloud computing, to gradually improve the efficiency and level of manhole cover safety management.
According to the targets set in the "Plan", Henan Province will complete 40% of the rectification tasks of problematic manhole covers in 2021, and 40% and 20% of the rectification tasks will be completed in 2022 and 2023, respectively.
The scope of rectification includes all manhole covers installed in urban public areas such as urban roads, squares, free parks and green spaces, and sports venues in built-up areas of cities and counties in the province.
In addition, schools, hospitals, shopping malls, stations, docks and other places that provide public services, as well as special rectification of manhole covers set up in residential communities, urban villages, urban-rural junctions, and organizational towns, are also implemented with reference to the "Plan".
