The Jiangsu Provincial Consumer Protection Committee called for the introduction of an animation grading system. In 2020, there were 17,877 public opinions on the violation of minors’ growth safety in the animation field in Jiangsu.

Among them, 4711 were sensitive (negative) public opinions, accounting for 26.4% of the total.

  The Jiangsu Provincial Consumer Protection Commission carried out the "Investigation on the Safe Consumption of the Growth of Minors in the Animation Field" from December 2020 to March 2021.

The project selected 21 representative cartoons of minors on the market, watched the whole process, and checked the check card to understand the problem; offline questionnaire survey of 1,026 parents; and face-to-face interviews with 20 parents and young teaching teachers.

  In this survey, a total of 1465 problem points were sorted out.

Among them, there are 687 problems in terms of terms; in terms of plots, there are 176 problems; in terms of scenes, there are 416 problems; in terms of actions, there are 128 problems; and other guiding and suggestive elements that are inconsistent with core values. There are 58 problem points.

  Regarding the question of “whether the screening scale of cartoons on the market needs to be further strictly controlled”, 828 parents expressed the need, accounting for 80.7%.

Parents and teacher groups are generally worried that the violence and crime elements in cartoons will have a negative impact on minors, and even become an inducing factor of school violence.

Observation found that in addition to the daily plots of Ultraman fighting monsters, "Ultraman Tiga" also involved violent plots such as armed beating; in "Bear Infestation", strong bald figures always appeared with shotguns or chainsaws; There are criminal elements such as burial of explosives, theft, robbery, etc. in "Barbie": bloody scenes in varying degrees in "Fights Break the Sphere", "Detective Conan", "Assassin Sixty-Seven", "Zero-Starting Life in a Different World", and "The Great Master" .

  Dangerous imitations still exist in animation works for young children.

The characters in "Little Pig Page" made dangerous behaviors such as opening the door of the plane and surfing. "My Little Pony" appeared in scenes such as soaking in magma and spitting fire. In "Variety Martin", the characters made a kiss, a toad, Dangerous actions such as standing on an unsealed high platform and hanging from a door frame. The characters in "Barbie" make dangerous actions such as hanging on a helicopter. In "The Elf Dream of Ye Luoli" there are scenes such as sliding down from a pipe. .

250 parents said that their children would often imitate characters and actions in cartoons, accounting for 24.4%. 44.1% of parents said their children would imitate sometimes, and 31.6% of parents who chose not to do so.

  The survey believes that dark elements are in line with minors’ curious and curious thinking. Without guidance and prompting, they are likely to encourage young people’s anxiety and depressive emotions to spread, leading to deviations in their cognition of violent behavior.

  In 21 animation works, there were as many as 142 placements of advertisements, including "Douluo Dalu", "Bears Haunted" and "Blessings of Heavenly Officials".

Many parents reported that the works of "North American Toys" and "Xiaoling Toys" have serious marketing tendencies. Some toys violate common sense, such as edible bubbles and plasticine, and toilet drinks.

  The Jiangsu Provincial Consumer Protection Committee recommends exploring the animation grading system from two dimensions.

One is to determine the two basic standards for adults and minors from the perspective of the audience's age, and moderately relax the review of adult animation content.

In the field of minors, further classification is needed. For example, 0-2 years old is the protection level for infants and young children, 3-6 years old is the protection level for preschool children, 7-12 years old is the protection level for school-age children, and 13-18 years old is the protection level.
