Eight local governments in Hyogo Prefecture have signed an agreement to simplify the procedure for moving, introducing a "partnership oath system" that recognizes sexual minority couples such as LGBT people as a marriage-equivalent relationship.

The "Partnership Oath System" has been introduced in Takarazuka City and Nishinomiya City in Hyogo Prefecture, and is used by a total of 55 couples.



However, when a couple moved across local governments, it was complicated because it was necessary to return the receipt of the affidavit to the move-out source and submit documents such as a new affidavit and a copy of the family register to the move-in destination. ..



To reduce this burden, eight local governments, including Takarazuka, Amagasaki, and Nishinomiya, have signed an agreement to simplify the procedure.



If you move between these municipalities, you will not need to submit any documents to the mover.



Submit a declaration of oath and a copy of your resident's card to the new address.



It also means that the receipt of the affidavit issued by the move-out source can be returned at the move-in destination.



Tomoko Nakagawa, the mayor of Takarazuka City, who called for the conclusion of the agreement, said, "I would like to promote the local governments where 7 cities and 1 town can work together to be close to the parties and live with peace of mind."
