He successively served as secretary of the Naiman Banner Youth League Committee, secretary of the Zhelimu League (now Tongliao City) Youth League Committee, secretary of the Zalut Banner Committee, deputy mayor of Tongliao City, and deputy secretary of the Tongliao City Committee.

　　In March 2017, Sun Zhenyun was promoted to the secretary and director of the Standing Committee of the Tongliao Municipal People's Congress and joined the main hall.

　　In March 2018, Zhang Guoping left Tongliao and served as a member of the Alxa League Committee and the head of the Organization Department. Two years later, he was re-elected as a member and deputy head of the Xing'an League Committee.
