It was not until the third day of the debates that the first of the 126 articles of the climate bill examined at first reading by the deputies was approved.

The National Assembly voted on Wednesday in favor of environmental labeling on products.

A “carbon score” will thus be implemented as a “priority” in the clothing sector, in the form of experimentation, with a view to an obligation.

The measure, adopted by 93 votes to 28, aims to guide consumer behavior, as can the “nutri-score” in food.

Nathalie Sarles' LREM amendment approves that this environmental labeling be “implemented as quickly as possible in the textile industry”, in order to “encourage brands to work with virtuous countries”.

Once this vote had been taken, the deputies also supported an amendment by “walker” Jean-Charles Colas Roy to reserve the use of the “blue-white-red French flag” in textile labeling for products made entirely in France, at all stages of the making.

The idea approved on Wednesday is not completely new, however.

The Ecological Transition Agency (Ademe) has indeed already launched a voluntary and experimental “environmental display”, in the wake of the law against waste of February 2020, which provided for the testing of such a device for 18 months.

The first sector to experience the approach is clothing.

Furniture, hotels and electrical and electronic products are also among the pioneering sectors.

Elected environmentalists like Delphine Batho, however, consider article 1 insufficient, considering the experiment too long, lasting a maximum of 5 years.

"Environmental labeling has been the subject of successive laws for twelve years now without ever" succeeding, she pointed out in committee.

The Citizen's Climate Convention, for its part, proposed “the implementation of a reliable C02-score by 2024”.

Make students "responsible citizens"

In the evening the deputies also voted by 70 votes for and zero against, article 2 on education for sustainable development, aiming to "prepare students to become responsible citizens".

An LREM amendment aiming to include “health” issues as directly linked to “environmental” issues was adopted, as well as another allowing “respect for living things” to be integrated into this education.

On the other hand, several amendments aiming to broaden the title to other concepts, such as food, animal welfare or responsible consumption, were rejected.
