The Public Health Agency requests that the government postpone the public relief until 3 May.

But "behind the scenes", FHM has developed proposals on how the restrictions can be lifted step by step.

The plan applies to public gatherings, public events and cultural activities such as museums and art galleries.

The proposals are presented in a consultation response to the Government on amendments to the Restriction Ordinance, which was submitted on 22 March

Three levels of infection

FHM divides the spread of infection into three levels.

Level three is the highest and level one is the lowest.

Sweden is currently at level three and FHM therefore recommends that current restrictions remain or that new ones may be added.

No time indications can be given as to when the lower levels can be reached, according to the Swedish Public Health Agency.

The situation is still described as too uncertain.

Level 3:

Level three involves a heavily burdened healthcare system where a majority of the regions have a high plateau or see an increase in the number of infected.

Public gatherings and public events:

Indoors: 8 people


Indoors sitting: 50 people


Outdoors: 100 people

Cultural activities:

"Current regulations should remain.

Additional regulation to avoid congestion regarding the maximum number and shortened visiting or opening hours may be relevant to aggravated situation regionally.

Regional closure of certain activities may also be relevant. "

Level 2:

Level two means that healthcare in most regions has good conditions for caring for patients and that the spread of infection is at a relatively low level.

Public gatherings and public events:

Indoors: 50 people


Indoors seated: 300 people


Outdoors: 600 people

Cultural activities:

"The regulation regarding space per visitor is eased and the maximum number of activities can be adjusted or removed."

Level 1:

Level one means that the entire country's healthcare has good conditions for providing care and that few patients are admitted with covid-19.

The proportion of positive tests should be at a very low level.

Indoors: no roof


Indoor seating: in

no roof


Outdoors: no roof

Cultural activities:

“The regulation regarding space per visitor can be removed.

However, infection control measures aimed at preventing congestion are judged to need to remain at this level as well. "
