[People's Livelihood Economic Highlights] Banks clean up "sleeping cards", and users have many worries

  Read the tips

Too many accounts opened by individuals will result in poor management of the accounts and their assets by individuals, as well as waste of bank resources.

Since the beginning of this year, many banks have carried out a intensive cleanup of the "sleeping card".

However, the identification standards of various banks are not uniform, and the disposal methods are also different. Users have many concerns that need to be responded urgently.

On March 19, Zhao Shuyang received an announcement from Hua Xia Bank’s official WeChat account: “The clean-up of personal stock accounts will be carried out from March 30, and there will be continuous clean-up of eligible accounts every year.” This is what he received this year. The first official cleanup notice arrived.

At present, he has 5 "sleeping cards" that have not been used for more than 3 years, facing the possibility of being cleaned up.

According to the central bank’s disclosure, as of the end of September 2020, my country had opened a total of 12.092 billion personal bank accounts, and the number of bank accounts per capita reached 8.64.

Too many accounts opened by individuals will result in poor management of the accounts and their assets by individuals, as well as waste of bank resources. Long-term inactive accounts will also become internal risks in the bank.

Since the beginning of this year, more than 10 banks, including Agricultural Bank of China, Postal Savings Bank of China, and China Banking Corporation, have carried out a intensive cleanup of "sleeping cards".

However, a reporter from "Workers Daily" recently interviewed and learned that in the face of the cleanup, users have many concerns and hope to get a response.

Some cards have suspended non-counter business

Zhao Shuyang works in an asset management company and currently has 5 "favor cards" in his hand, all of which were handled from 2013 to 2017 in order to complete the deposit tasks for classmates and friends working in the bank. Since 2018, he has not moved.

Zhao Shuyang transferred 1 yuan to 5 debit cards through mobile banking, and the account balances of 4 cards changed.

He called the customer service of the bank to which the debit card was unsuccessful, and got the answer: "The debit card that has no transaction for more than 3 years, the account deposit balance is zero, and there is no other related business has suspended non-counter business, but It can be activated again at the counter."

Zhao Shuyang then called several other banks and found that a debit card of a certain joint-stock bank was identified as a "sleeping card."

After consulting at the counter, he discovered that he had received a clearing prompt message, but it was regarded as a "spam message" and he didn't pay attention.

"Cleaning up the'sleeping card' can make personal assets more transparent and reduce illegal card renting." Wang Zhiwei, who is in charge of anti-money laundering work at the Liaoning branch of a state-owned bank, told reporters that although every bank card is under financial supervision However, the large amount of single card is bound to increase the difficulty and cost of supervision.

At the same time, after one person with one card, the illegal card rental business will be greatly reduced, and bank card crime will also be reduced.

  Users have their own worries

The reporter combed the "sleeping card" standards of more than 10 banks and found that the standards are not uniform when it comes to account balances, transaction records, and related banking services.

For example, some require that the account balance is less than 10 yuan to be cleared, and some require 0 yuan; some require no transaction records for more than 3 years, and some require no transaction records for more than two years.

The methods of disposal are also different, some are to be cancelled, and some are to restrict online transactions.

"I still have 6.84 yuan in a card, and it was cleared by the bank directly. Is it reasonable?" Zhao Shuyang asked about this: Why do some banks set the value below 10 yuan?

Although the amount of money is not much, the accumulation of such cards across the country is also a large sum.

Where will this money go?

Can the user want to come back?

These are all questions to be solved.

Liu Guodong, general manager of a decoration company in Shenyang, agreed with the removal of the "sleeping card", but at the same time there was concern about the disappearance of transaction records.

In order to facilitate the purchase of decoration materials, he applied for multiple debit cards. Some cards were idle after being used frequently for a period of time, but the transaction records in them were very important.

The quality of the decoration project cannot be discovered in a short time. Once there is a problem and a lawsuit is involved, the card is cancelled. If the transaction record disappears and there is no verification, he will be very passive.

Wang Rui, who has worked in the construction industry for 9 years, changed jobs frequently due to industry characteristics and work reasons. After working in 5 cities, he changed his salary card when he changed his company. He unknowingly saved 8 cards, and also replaced some The mobile phone number stored in the bank.

"How can I notify me of the cleanup information when I can't find me after texting or calling?"

Depositors expect banking services to be more user-friendly

The reporter spent two hours calling the customer service staff of five banks, and the answers were all that the clean-up work is based on the premise that it does not infringe on the interests of users and does not affect the use of users.

Banks will not easily cancel accounts with balances in the main card or sub-card, and will often restrict transaction processing and reduce the risk of illegal use.

For transaction records, as long as the customer number is present, the user holding the ID card will check the transaction records of the recent period.

Even if it is a long time and involves a lawsuit, the court has the right to inquire.

For users who have lost contact, the bank is more cautious in dealing with them, and can do nothing unless it involves money laundering and other illegal activities.

Wang Zhiwei believes: “For the'Sleeping Card', there is currently no unified identification standard across the country, and it is inevitable that there will be a variety of operations. There may be no unified standard, but there should be guidelines. For example, if the account has money, it cannot be cleared, even if it is cleared. Also keep transaction records, etc. Don’t let the sword that kills crime hurt legitimate users."

"Banks take the initiative to serve, and the user experience will be better." Zhao Shuyang said that he is a financial graduate and knows the benefits of cleaning up the "sleeping card" to the country and individuals.

However, if the bank takes the initiative to provide services and give warm reminders for different types of "sleeping cards", make a call to notify them and then log out. Do not let users check whether the bank card has been canceled, which will save users a lot of unnecessary time.

"Cleaning up the Sleeping Card was originally to allow the bank to focus more on customer service. If the cleaning process does not focus on humanization, the customer experience will be poor, and some customers will be lost, and it will be'put the cart before the horse'." Wang Zhiwei said.
