The subway plans to ban power banks?

Xi'an New Regulations Soliciting Opinions Leads to Hot Discussions

On March 26, the Xi'an Municipal Transportation Bureau issued the "Xi'an Urban Rail Transit Passenger Code (Consultation Draft)" (hereinafter referred to as the "Code") on its official website, and public comments will be solicited from now until April 1.

Among them, the proposed prohibition of "the use of mobile charging items in stations and trains" has attracted the attention of Xi'an citizens.

Some netizens believe that this regulation deviates from the core of people-oriented and is suspected of "one size fits all".

Regarding the draft of the Xi'an Metro, the current Xi'an Citizens Hotline and the relevant staff responsible for the subway operation of the Xi'an Railroad Office have stated that they have not received any formal notifications.

Netizen: Suspected of "one size fits all"

According to the "Code" issued on the official website of Xi'an Transportation Bureau on March 26, the reporter saw that it listed 18 behaviors prohibited for passengers to enter the station and board the train, including: unauthorized operation of buttons and switch devices with warning signs. Use emergency or safety devices in a non-emergency state; damage vehicles, platform doors, automatic fare collection, LCD screens and other equipment, interfere with communication signals, video surveillance and other system equipment, etc.; intercept trains, and prompt alarm bells at train doors or platform doors When forcibly getting on and off the train, the door or platform door is closed and the door is closed; smoking at the station or on the train, lighting an open flame, using mobile charging items...

Among them, "smoking at stations and trains, lighting open flames, and using mobile charging items" has aroused heated discussions among netizens.

Some netizens said that public safety comes first, and any behavior that endangers public safety is not allowed.

However, some netizens questioned that this regulation will inevitably be "one size fits all" suspicion, magnifying the possibility and anxiety of danger and ignoring the people-oriented starting point.

In this regard, the reporter first dialed the on-duty telephone of the Xi'an Transportation Bureau. The staff said that the starting point of this regulation is to consider the danger of using power banks in subway driving, but the specific situation needs to consult the rail and subway company.

Subsequently, the reporter inquired about the operating branch of Xi'an Rail Transit Group Co., Ltd. The staff said that they have not yet received the notice of the draft of the "Code" for comments, and the specific circumstances of this regulation are still unclear.

The reporter called the Xi'an Citizens Hotline again, and the staff also said that they had not received any notice.

  Investigation: Many places have restrictions

The reporter searched and found that the subways in many cities across the country had introduced relevant restrictions on power banks.

According to the "Catalogue of Items Prohibited for Passengers in Wuhan Rail Transit" issued by the Wuhan Municipal Public Security Bureau and the Wuhan Municipal Transportation Commission on April 20, 2017, it contains "chargeable batteries with a total nominal capacity of more than 20,000 mAh."

According to media reports, the new "Catalogue of Items Prohibited for Passengers in Wuhan Rail Transit" has been implemented.

Passengers carrying power banks and lithium batteries with a combined capacity of more than 20,000 mAh will be prohibited from riding the subway.

At present, every station of Wuhan Metro has started security check according to the new catalogue.

According to the person in charge of Wuhan Metro, the inclusion of power banks and lithium batteries with a total capacity of more than 20,000 mAh in the list is entirely out of consideration for the safety of passengers.

On June 15, 2019, the Kunming Municipal Public Security Bureau issued and implemented the "Notice on Promulgating the Catalogue of Items Prohibited and Restricted in Kunming Urban Rail Transit". The catalog stated that power banks must be carried with you, and the total number of power banks shall not exceed 2 ), and the single capacity does not exceed 20,000 mA (inclusive), violators will be dealt with by the public security organs in accordance with the law.

According to reports, in 2019, the Wuxi Metro has completely banned the sharing of power banks. At present, Wuxi Metro Station has evacuated all shared power banks, and clearly prohibits the placing of shared power banks in subway stations and shops.
