At the time of independence, it was a priority: to train African executives, graduates who would take over the management of administrations and businesses in newly autonomous countries.

Successful bet since the academics are from now on nationals, and the States are for the most part managed by great graduates.

Insufficient for populations, often nostalgic for the fathers of independence, who joke about intellectuals with limited commitment.
