  "For five or six years, the subway noise has made us unbearable every day. I only hope that we can open the windows for ventilation as soon as possible and take a rest." Residents who live in Tianshi Mingyuan Community in Tongzhou District reported to this newspaper and the 12345 Citizen Service Hotline, north of the community. Buildings 1 to 4 are only more than 40 meters away from the Batong Line of the subway. As the operating time of the subway is extended and the frequency of trains has become denser, the impact of subway noise on the lives of residents has become more and more obvious.

Prior to this, the relevant departments held several coordination meetings to discuss the noise reduction in the community, but to this day, the noise reduction plan and implementation time are still unknown to the residents.

Recently, the reporter went to the scene to investigate.

The subway roars all day long and the lives of residents are deeply affected

  The north gate of Tianshi Mingyuan Community is facing the Batong Line of the subway. To the east, it is the turn of the Batong Line of the subway and the platform of Tongzhou Beiyuan Station. The subway here is already running on the ground track.

On the afternoon of March 23, the reporter stood at the gate of the community and saw a subway train from west to east, preparing to enter the station.

The subway made contact with the track when it slowed down and turned, and continued to make a loud noise.

  Amid the roar of the subway, the reporter entered the Tianshi Mingyuan community.

Buildings 1 to 4 on the north side of the community are arranged from west to east. Each building is about 20 stories high and has 3 units, 4 households on each floor, and a total of about 900 households.

Among them, Buildings 3 and 4 are facing the area with the largest turning arc on the Batong Line of the subway, and the straight line distance from the subway is less than 40 meters according to visual observation.

  Resident Mr. Lu is over 60 years old and lives in Building 3.

As soon as we met, the old man's loud voice really surprised the reporter.

Mr. Lu said that he was not born with a loud voice, but because the room was too noisy when crossing the subway. If he did not speak loudly, he and his wife would not be able to communicate at all.

Subsequently, Mr. Lu opened the window of the bedroom on the north side and said that he would let the reporter experience the noise of the subway.

Mr. Lu walked into the living room, turned on the TV, and turned the volume of both the set-top box and the TV remote control to maximum.

But even so, when there is a subway entering and leaving the station, the noise from the bedroom still covers most of the TV sound, and it is difficult to hear the content of the TV program.

  Mr. Lu told reporters that this situation has been going on for many years.

"I bought this three-bedroom and one-living room for our family of three generations and five people. But the noise could not be managed for a long time, so the son and daughter-in-law had to take their children to rent elsewhere."

  Leaving Mr. Lu's house, the reporter went to Mr. Dong's house in Building 4.

At 6 pm, Mr. Dong's daughter is preparing to take online lessons.

However, the reporter noticed that the little girl did not sit in her bedroom on the north side, but went to the balcony on the south side with the computer.

In order to reduce the impact of noise, in addition to wearing headphones during class, the family had to close the door to the north bedroom and kitchen tightly.

Mr. Dong told reporters that the peak hours of subway operation in the morning and evening are the times when residents' lives are most affected.

"During these few hours, there will be a subway passing every two or three minutes. Sometimes when the upper and lower subways meet in front of the window, the deafening sound is even more miserable." Mr. Dong said, although it has passed. During the peak period, the frequency of subway trains has decreased, but the impact of noise will continue throughout the day.

"The last train of the Batong Line to the Universal Resort will be at 23:59, and the first train to Sihui Station will pass by at 5:31 the next morning. It’s really hard for the old man of mine."

 Residents who have severely exceeded noise detection standards have called for governance for many years

  Resident Ms. Yu provided reporters with two test reports.

According to the report, the environmental protection monitoring station of Tongzhou District visited the homes of two residents in Building 4 of Tianshi Mingyuan on January 29, 2019 and August 7, 2020, respectively.

Taking the test on August 7, 2020 as an example, the average noise in Ms. Yu’s home during the day (6:00-22:00) is 73.8 decibels, and the average noise at night (22:00-6:00 the next day) is 66.1 decibels. The maximum sound level of sudden noise at night is as high as 87.4 decibels.

According to the acoustic environment quality standards issued by the Ministry of Ecology and Environment of the People's Republic of China, the noise limit of urban rail transit (ground section) during daytime and night time is 70 decibels and 55 decibels, respectively.

  Residents of Tianshi Mingyuan Community also reported that the Guangtong Community and Beijing Datang High-tech Pioneer Park on the other side of the subway, which are only 100 meters away from the community, were equipped with soundproof screens a long time ago.

In addition, according to information from the Capital Window, the new sound barrier project from Tongzhou Beiyuan to Guoyuan District of the Batong Line of the Metro is currently undergoing a tender announcement.

The project plans to add a new sound barrier on the Beiyuan to Guoyuan section of the Batong Line of the Metro.

Some residents said that after the completion of the project, except for Tianshi Mingyuan Community, the buildings in the northwest, northeast and southwest of Tongzhou Beiyuan Subway Station will be covered by soundproof screens.

"Our community is in an area where the track turns and the vehicle decelerates. It is very affected by noise. Now it may become the only area around without a soundproof screen."

  On the same day, the reporter also came to the north side of Guangtong Community, which is more than 40 meters away from the subway.

Unlike the whistling of the subway that you heard in Tianshi Mingyuan Community, if you were not staring at the track carefully, it would be difficult to find the subway going in and out of the station behind the soundproof screen.

Some residents of Guangtong Community told reporters that now the community is very quiet and will not be affected by subway noise.

Multi-department stepped up coordination and noise problem is expected to be solved

  According to relevant data, the Batong Line of the subway was built in 2003, and the Tianshi Mingyuan community was built in 2009.

Article 21 of the "Beijing Measures for the Prevention and Control of Environmental Noise Pollution" (Decree No. 181, 2006) stipulates: "If noise-sensitive buildings are constructed on both sides of existing roads, railways, and urban tracks, the construction unit shall take necessary noise measures. Pollution prevention and control measures. Make the indoor acoustic environment quality of noise-sensitive buildings meet the standards set by the state."

  The Beijing Municipal Commission of Communications said in response to this newspaper that the Beijing Municipal Commission of Communications has coordinated with the Beijing Municipal Commission of Housing and Urban-Rural Development, the Beijing Municipal Bureau of Ecological Environment, and the Tongzhou District Government to promote the noise management of Tianshi Mingyuan.

As the main body responsible for noise control, Beijing Tianshi Real Estate Development Co., Ltd. has signed a commission contract with Beijing Metro Operation Co., Ltd., and Beijing Metro Operation Co., Ltd. has developed a sound barrier on the Tianshi Mingyuan side of the subway Batong Line in accordance with the commission contract and the requirements of the community environmental assessment approval. Installation plan.

In the next step, the Beijing Municipal Commission of Communications will cooperate with the Beijing Municipal Commission of Housing and Urban-Rural Development and the Beijing Municipal Bureau of Ecological Environment to urge community developers to install sound barriers on the side of Tianshimingyuan on the Batong Line of the subway as soon as possible.
