Under the revised Special Measures Law, if you violate the order, you can impose a fine, and the city is considering future measures.

The Tokyo Metropolitan Government requested restaurants and others to shorten business hours to 8:00 pm during the state of emergency, but on the 18th and 19th of this month, 32 stores that judged that they did not respond without a justifiable reason. On the same day, we issued an order based on Article 45 of the Revised Special Measures Law.

A survey of the business conditions of these 32 stores until the 21st, when the state of emergency was lifted, revealed that some stores continued to operate after 8 pm.

Under the revised Special Measures Law, if the prefectural governor decides that "it cannot be overlooked due to administrative order" in violation of the order in the state of emergency, a fine of 300,000 yen or less can be imposed as an administrative punishment.

The Tokyo Metropolitan Government is considering whether to enter the procedure for imposing a fine in the future, such as whether or not the governor decides that it cannot be overlooked.
