The chaos has been repeatedly banned, and the rectification is difficult to see long-term effects. The problem of outside school training supervision needs to be solved——

It is necessary to dig deep into the root of the disease, and more importantly, to prescribe the right remedy (exploration and implementation after the meeting·Four Questions for off-campus training ③)

The development of disorderly development, over-level teaching, confusion of fees, false propaganda, hidden safety hazards... all kinds of chaos existing in off-campus training institutions directly point to supervision.

Factors such as scattered supervision targets, strong training needs, and numerous departments involved have all increased the difficulty of supervision.

To deal with the chaos in out-of-school training requires both the symptoms and the root causes, and the problem of inadequate teaching in schools and classrooms must be solved effectively.

In recent years, in accordance with the decisions and deployment of the Party Central Committee and the State Council, with the joint efforts of relevant departments and localities, the special governance of off-campus training institutions has achieved important phased results.

However, while a number of non-compliant institutions have been rectified and shut down, phenomena such as content exceeding standards, false propaganda, and arbitrary charges have continued to be repeatedly prohibited.

Press the gourd to float the scoop

Speaking of training institutions "rolling money and running away", Ms. Zhang from Nanjing City, Jiangsu Province was furious.

In 2019, she enrolled her daughter in a training institution that claimed to be a "high-end international brand" and saved tens of thousands of yuan in class hours.

"The day before was fine, without any signs. The next day, people went to the building to be empty, the phone could not be reached, and no one could be found. More than 10,000 yuan was lost." Ms. Zhang was confused, "Parents Rights protection is difficult. I heard that there are still many parents who have the same experience as me. What happened to the training market?"

In August 2018, the State Council issued the "Opinions on Regulating the Development of Off-campus Training Institutions", which is the first systematic document regulating the development of off-campus training institutions at the national level.

Four departments including the Ministry of Education jointly carried out special governance actions for off-campus training institutions, and various provinces, autonomous regions, and municipalities also started special governance, which achieved important initial results.

But what is worrying is that in the process of remediation of off-campus training institutions, some problems "press the gourd to float", and even new problems have arisen: some training institutions have turned from "above" to "underground", obviously being locked up. Stop, in fact, "changed their heads" and reopened; some training institutions have different quality of teachers, and some do not even have the qualifications of teachers; despite repeated orders, the phenomenon of training institutions participating in enrollment is still looming...

"The chaos of extracurricular classes is no longer just a problem of treating the head and feet. At present, a chain of interests composed of related groups such as tuition institutions and online teaching assistant platforms has been formed." Jiulongpo, Chongqing City Liu Xiya, the principal of Xiejiawan Primary School in the district, found out through investigation.

This phenomenon requires vigilance: some training institutions that have been "discontinued" during rectification have quietly moved online, and phenomena such as early learning, advanced teaching, false propaganda, and arbitrary fees have also been transferred online.

Compared with offline training, online training has the characteristics of scattered students and teachers. It is difficult to supervise and rectify. Many places have not yet issued specific rectification rules.

The chronic diseases are in the specimens

At the 2021 National Education Work Conference held on January 7, Chen Baosheng, Secretary of the Party Leadership Group and Minister of the Ministry of Education, said: “Strongly rectify and reorganize out-of-school training institutions. This is an urgent problem that cannot be solved. Education has a good ecology. It is difficult to form. This matter must be done, and we must take the initiative."

To manage and rectify off-campus training institutions, it is necessary to clarify the chain of cause and effect and the chain of responsibility.

The reason why the chaos of training institutions has become a stubborn disease is that the difficulty of its supervision lies in both the "standard" and the "basic".

From the "standard" point of view, the rectification of off-campus training institutions is not only an education issue, but also requires comprehensive management of various departments, involving market supervision, human resources and social security, civil affairs, public security, emergency management, health, cyberspace, and cultural departments. "Water control" has overlapping responsibilities.

In the process of rectification, there are often "policies at the top and countermeasures at the bottom". If the offline requirements do not meet the standards, they will move to the front; if advanced teaching is not allowed, they will be "following the yang and the yin"...

From the "base" point of view, off-campus training is the "just need" of many families.

The child needs to make up lessons, and the parents do not have the energy and ability to counsel, what should I do if they do not report to the training organization?

School ends at 3:30 in the afternoon. Parents are not off work. Who will pick up the children who are not in the "custodial class"?

Other children report for classes, but if their children don't report, will they "lost on the starting line"?

Therefore, in the process of rectifying off-campus training institutions, there have even been strange phenomena of "parents playing cover, classing'crypto signals', and transferring training to'underground'".

At present, in the off-campus training market, there are not only large and small institutions, but also many "single-teacher and single-subject training". Freelancers, sports and art professionals, college students, etc. can become teachers, and the supervision objects are scattered and large in number. It also brings certain difficulties to standardized management.

"Education departments can guide training institutions to provide full-time schools with high-quality and standardized educational resources through government purchases of services. In schools, especially weak schools, teaching innovation, curriculum research and development, management optimization, and after-school services can be digested in schools. The masses of the people are'reliable' for'cultivating the good and making up for the poor'." Hu Wei, a member of the National Committee of the Chinese People's Political Consultative Conference, suggested.

Clench your fingers into a fist to solve problems

"Beijing has researched and introduced corresponding regulations and guidance. On the one hand, it is the requirements for school qualifications, school standards, and epidemic prevention and control; on the other hand, the Municipal Education Commission will further strengthen the qualifications of teachers, advanced teaching, and low-quality teaching. In particular, the supervision of prepaid funds, training service contracts, and protection of minors has resolutely blocked hidden dangers." At a press conference held not long ago, Li Yi, deputy secretary of the Beijing Municipal Education Commission and spokesperson of the Municipal Education Commission, introduced .

Training institutions have distinct educational attributes, which are directly related to the effectiveness of Lide's cultivation of people.

This also means that it needs to strictly supervise its school permits, registration, fees, advertising, safety, hygiene and even food safety, draw a "red line" and clarify the "bottom line."

In terms of education and teaching, it is urgent to urge off-campus training institutions to follow the laws of education.

"I call on the establishment of a unified management platform for off-campus training institutions within the city as soon as possible, and the information of all off-campus training institutions’ teachers, class openings, student lists, training content, class teachers, and class hours are unified into the platform." Zhenhai, Zhejiang Province Said Zhang Yongmei, secretary of the middle school party committee.

At the same time, it is urgent to supervise the ethics and style of the teaching staff of training institutions, not only to review their qualifications, but also to strictly require them in terms of ideals and beliefs, moral sentiments, solid knowledge, and benevolence.

"The power of governance must focus on overall planning, further clarify the responsibilities of market supervision, civil affairs, development and reform, finance, public security and other departments, and work together to strive for major breakthroughs." Chen Baosheng emphasized.

How does "Nine-Dragon Water Control" become "Fing with Fingers"?

Some experts suggest that a joint meeting system led by the education department and participation of relevant departments can be established, a detailed work plan can be formulated, the division of labor, the consolidation of responsibilities, and vigorous advancement can be made.

At the same time, it is necessary to give full play to the role of relevant industry associations in industry development, regulation, and self-discipline to form a joint force.

"We must adhere to the inward management of our eyes, and adjust and keep up with the educational and teaching arrangements and management services in schools, so as to effectively solve the problems of inadequate teaching in schools and classrooms." Chen Baosheng said.
