She made the above remarks when she delivered a speech at the Hong Kong Special Session of the China Development Forum 2021.

The theme of the Hong Kong session is "Hong Kong's Development in the Next Five Years".

  The China Development High-Level Forum is hosted by the Development Research Center of the State Council and undertaken by the China Development Research Foundation. It is an important dialogue platform for high-level Chinese government officials, leaders of multinational corporations, international institutions and famous scholars.

This year's forum will be held online and at the Diaoyutai State Guesthouse in Beijing from March 20th to 22nd.

Under the suggestion of Carrie Lam, this year's forum was held for the first time in Hong Kong.

  According to the Information Service of the Hong Kong Special Administrative Region Government, Lam Cheng Yuet-ngor said at the forum that her confidence in the future development of Hong Kong was based on two major decisions made by the National People’s Congress, namely the "Maintenance of the Hong Kong Special Administrative Region of the People’s Republic of China" formulated in June last year. The National Security Law and the decision to improve the Hong Kong Special Administrative Region’s electoral system passed last week to implement the "patriots ruling Hong Kong."

  Carrie Lam said that these two important decisions made by the highest state authority have put Hong Kong back on track, that is, fully and accurately implementing "One Country, Two Systems", safeguarding national security, and ensuring Hong Kong's prosperity and stability.

  She also mentioned that the Fourteenth Five-Year Plan for National Economic and Social Development (the “14th Five-Year Plan”) adopted at the recent meeting of the National People’s Congress demonstrated the central government’s support for Hong Kong and further strengthened her Confidence.

She said that the "14th Five-Year Plan" reiterated support for Hong Kong to enhance its status as an international financial center and strengthen Hong Kong's role as a global offshore RMB business hub, international asset management center and risk management center; and Hong Kong's strength in developing innovation and technology, It was recognized in the national plan for the first time.

She elaborated on Hong Kong's achievements as an international financial center and an innovation and technology center, as well as the numerous policies and measures introduced by the SAR government to further promote the future development of related fields, many of which are supported by the central government.

  Lam Cheng Yuet-ngor pointed out that Hong Kong’s future lies in its economic integration with the Mainland, while maintaining its unique advantages under "One Country, Two Systems"; Hong Kong will actively become a participant in the domestic cycle and a facilitator of the international cycle under the national "dual cycle" development strategy. .
