Let the owner participate in the preliminary planning, management plan discussion, public use, charging, etc., and accept the owner's supervision

[People's Livelihood and Economic Highlights] It is difficult to "break the problem" parking, and the two communities in Shanghai encourage owners to participate in autonomy

Parking is "difficult to find", which is a common problem in many urban communities.

In the Pingjiang Shengshijiayuan Community and Taishan Ercun Community in Yichuan Road, Shanghai, the "parking protocol" that integrates the wisdom of residents' autonomy came into being.

Community parking is more orderly, roads are smoother, and residents are more willing to participate in autonomy and co-governance.

This innovative measure provides a new idea for the difficulty of "solving problems" in residential parking.

Find out the "family status" and prescribe the right medicine

"Our community used to be blocked by parked vehicles at night, making it difficult for fire trucks and ambulances to get in and out." An owner of Pingjiang Shengshijiayuan Community said that there were no plans for ground and underground parking spaces at the beginning of the community’s construction. Many “car owners” face the trouble of not being able to park in the community at night and not being able to move their cars in the morning even if they pay for parking.

Only by investigating the "family status" and finding the "cause" can the right medicine be prescribed.

The neighborhood committee of Pingjiang District takes the lead to organize party members and volunteers to set up a vehicle control management team.

Every night, team members count the number of parking lots, check parking information, and sort them by category.

At the same time, the Owner's Committee re-checked the owner's vehicle and owner's information.

After "family status" investigation, the parking data of the community gradually became clear.

How to form a parking management plan approved by the owner?

The consensus of the residents is the key.

Mao Qingyi, director of the Ownership Committee, said: “Many owners are office workers. In order to encourage more community leaders to offer ideas and suggestions, we have established online party members, owners, and building leaders. The pictures and questions were posted in the group to listen to the opinions of residents extensively, let them discuss, and vote in the group to select the best plan. At the same time, multi-departmental joint meetings were held offline to modify and improve the plan based on residents’ opinions."

After a round of online and offline discussions, the parking management system plan was finally formed.

With the spontaneous participation of the residents in the early stage, this plan in line with the interests of the majority was passed smoothly at the owners' meeting.

Mao Qingyi said: "The new parking management plan adheres to the principle of owner priority, explores the management model of ownership certificate, driving certificate, and ID card, and in principle implements "one household, one car". In combination with residents' suggestions, we allow family affection Cars in and out of the community can enjoy 3 hours of free parking in the community. Foreign vehicles entering and leaving the community will be charged at 10 yuan per hour to reduce the parking of temporary vehicles."

Before the implementation of the parking system, the community re-marked, expanded parking spaces, cleared out zombie vehicles, freed up available space, and introduced a parking barrier system.

In the follow-up, the community will publicly and transparently announce the allocation, use, and charging of all parking spaces, which is convenient for owners to supervise.

Today, through open process operations, data scheduling, and opinion consultation, the number of parking spaces in Pingjiang Shengshijiayuan Community has increased from the original 387 to 415, and the existing monthly subscription vehicles have been reduced from 510 to 439.

Not only the main roads of the community have become unobstructed, but the actual revenue from parking fees has also increased.

30% of parking fees are used to supplement the public maintenance fund

The Taishan Second Village Community was built in the 1980s with 1,234 households. After the community reconstruction in 2017, the community has 180 ground parking spaces.

But soon, the district was full of cars.

In May 2020, the community property committee changed its term, and a group of owners who were willing to make suggestions for community construction stood out.

Taking this opportunity to solve the problem of "difficult parking" in the community is also on the agenda.

At the beginning of the parking management work, under the leadership of the party organization, the property, neighborhood committee, and property committee reached a consensus and started two key tasks. One is to check the vehicle data of the community, and the other is to listen to the opinions of residents.

The property actively cleared more than 40 non-community vehicles from outside the community, and the "Regulations on the Management of Community Motor Vehicle Parking Charges" were also promulgated.

Carry out differentiated management of vehicles, clarify the maximum number of monthly subscription vehicles, and publicize the number of monthly subscription vehicles and license plates in the community...

In the process of implementing the new regulations, the real estate, neighborhood committees, and owners' committees have effectively coordinated to receive residents together to answer questions and answer questions. They are also unambiguous and strictly enforced in the supervision and implementation of the new regulations to further promote the effective implementation of the new regulations.

While implementing the new regulations, the property, neighborhood committees, and owners' committees promoted the signing of a new "Property Contract" to clarify the details of various property services, and re-agree on the revenue of community parking.

In the past, all parking fees in the community were attributed to the property. Now it is clear that 30% of the parking fees are used to supplement the community’s public maintenance fund.

After the implementation of the new regulations, a public maintenance fund of nearly 200,000 yuan will be generated each year, which will be used for the construction of public equipment and facilities in the community, and fundamentally realize joint construction, joint governance and sharing.
