    20 Minutes,

Anne Hidalgo's deputy in charge of transport.

  • The measure could be effective "by the end of the year", but some major axes will not be affected.

The town hall wants to ease off.

If currently 60% of the roads in Paris are at 30 km / h, this speed limit measure could quickly apply to the entire capital.

Last October, the city of Paris decided to organize a public digital consultation on this proposal announced during the electoral campaign of Anne Hidalgo and David Belliard.

5,736 people participated in this survey with a strong mobilization of motorized people.

But the measure still divides.

Outlines, objectives and timetable… David Belliard, deputy mayor of Paris in charge of transforming public space, transport, mobility, the street code and roads, answered

20 Minutes'

questions

.

The generalization of the maximum speed of 30 km / h in the streets of Paris was a campaign promise of Anne Hidalgo.

When will it be effective?

The public consultation has just ended and we are now going to have a discussion with the police headquarters.

It will relate to the axes which are today managed by the prefecture, and which are not under the sole responsibility of the town hall.

We want traffic throughout Paris to pass at 30 km / h.

But we have to find an agreement with the prefecture, which may take a few more months.

We can hope for an effective implementation of the measure by the end of this year or the beginning of next year.

The Parisians, Parisians, Ile-de-France and Ile-de-France inhabitants were indeed able to give their opinion during a public digital consultation?

What did it come out of?

5,736 people participated.

Unsurprisingly, there is a majority of motorized people among the respondents and an over-representation of Hauts-de-Seine compared to other departments outside Paris.

It is a correct consultation and with a 50-50 opinion.

There is a real questioning which emerges on the interest of keeping some major axes at 50 km / h.

What are the contours of this measure and where will the 30 km / h apply?

The ring road is not in the perimeter.

But all the intramural Parisian roads will be concerned.

It will still depend on discussions with the police headquarters.

We are hearing the requests made during the consultation, so we will be working with them to see which major axes will stay at 50 km / h.

This is the challenge for the next few weeks.

60% of the territory was already affected by these “30 zones”.

Was the measure respected?

Overall, there is a decrease in speed in town in the “30 zones”.

Particularly in the 11th which is already completely at 30 km / h.

The advantage of this measure is to reduce the number of accidents and improve the safety of pedestrians, cyclists and motorists.

When we lower the authorized speed on city roads, we also dramatically reduce noise, studies show that by reducing the speed by 20 km / h, we divide road traffic noise by two.

We want a quieter city.

Finally, it is a means of reclaiming public space.

By reducing the speed to 30 km / h, we free up on average 50 centimeters of roads, because you no longer have to have such wide pavements, this allows to give back the space gained to Parisians by enlarging the sidewalks for example. .

The aim is also to promote other mobility solutions?

For climate and health, we are pursuing a policy that offers alternatives to the private car and that promotes new ways of getting around: cycling, walking, public transport.

The question of slowing down the speed is in this logic.

Will the issue be discussed at the Paris Council?

There was indeed a wish on the subject at this Council.

But the discussion on the subject is not over, priority to discussions between the town hall and the police headquarters.

Then there will be feedback to all political groups.

When the consultation was launched, the opposition said they understood the measure for small axes, much less on longer portions ... What do you say?

It is always the logic "yes we want to transform the city, do a little ecology, improve the quality of people's life, but not too much".

Today, our ambition is to generalize as much as possible the speed to 30 km / h in Paris, except for certain axes, but this must remain the exception!

This is an approach that has been taken in other cities, such as Madrid, Barcelona, Toulouse and even Grenoble.

When you want a metropolis that no longer thinks at high speed, it then places itself as a city focused on other activities.

A city where you slow down is a safer city, less noisy, a city where you live better.
