  On March 11, the Fourth Session of the Thirteenth National People’s Congress passed the decision on improving the election system of the Hong Kong Special Administrative Region. The Secretary of Justice of the Hong Kong Special Administrative Region, Zheng Ruohua, Senior Counsel issued a statement stating that she welcomes the decision of the National People’s Congress, and Agree that only by implementing "patriots ruling Hong Kong" can we fully implement the "one country, two systems" policy, ensure that Hong Kong maintains prosperity and stability, and is also conducive to safeguarding national sovereignty, security, and development interests.

  Zheng Ruohua said that in the past few years, some people have promoted the awareness of not observing the law and thinking of anti-China and disrupting Hong Kong, openly advocating "Hong Kong independence", and even radical separatist forces have entered the SAR governance structure through various elections. The situation shows that Hong Kong's current electoral system exists. Loopholes, and there will be multiple elections in Hong Kong in the next 12 months, so there is an urgent need for the central government to take measures to deal with related issues.

In accordance with the Constitution, the Basic Law, the Hong Kong National Security Law and related legal documents, the National People's Congress has improved the electoral system of the Hong Kong Special Administrative Region by means of "decisions + amendments to the law", which is completely constitutional and legal.

Zheng Ruohua said that she will continue to explain to the Hong Kong society the legal basis of the National People's Congress "decision + amendment". The Department of Justice will also actively cooperate with the government in amending local laws and is committed to assisting the government in properly arranging future elections with a view to implementing them as soon as possible.
