In preparation for an earthquake directly beneath the Tokyo metropolitan area, the Tokyo Metropolitan Government is promoting support for rebuilding houses in order to prevent fires from spreading in densely populated areas of wooden houses. It has not reached 70% on average in the area where the risk of fire spread in urban areas is almost eliminated.

The Tokyo Metropolitan Government, which is preparing for an earthquake directly under the Tokyo metropolitan area, has designated 28 areas in 20 wards where wooden houses are densely populated as "maintenance areas" to prevent the spread of fires. We are subsidizing.

In addition, in the “maintenance area”, we are proceeding with priority measures to secure space for evacuation and firefighting activities by acquiring land and building or widening roads to delay the spread of fire.

With these measures, the “non-combustible area ratio”, which is an index showing the incombustibility of the town, was 58.4% in 2011 immediately after the Great East Japan Earthquake on average in 28 “maintenance areas”, but increased to 63% in 2018.

However, it has not reached 70%, which is said to almost eliminate the risk of fire spread in urban areas.

In addition, only 4 out of 28 regions exceed 70% by region.

The capital says, "There are some areas where it is difficult to take measures due to the complicated rights of the land, but we would like to work together with the ward while gaining the understanding of the residents."

4 regions have reached 70%

The "non-combustible area ratio", which indicates the incombustibility of a town, is calculated from the ratio of buildings that are difficult to burn, such as reinforced concrete, and the ratio of roads and parks that block the spread of fire.

It is said that the risk of fire spread in urban areas will almost disappear when the "non-combustible area ratio" reaches 70%, but it has reached 70% in 2018 in the 28 "maintenance areas" that the city is taking measures against. There are only 4 areas.

Of the four regions, the highest "non-combustible area ratio" is 74.0% in the "Northern Asakusa region" of Taito Ward.

The University of Tokyo Associate Professor Yu Hiroi "Continuous Accumulation"

Regarding efforts to make non-combustible in areas where wooden houses are densely populated, Associate Professor Yu Hiroi of the University of Tokyo, who is familiar with urban disaster prevention, said, "There are many elderly people living in densely wooded areas, and the motivation to rebuild houses is low. Incombustibility is not an immediate business, and it is important to continuously accumulate it according to the actual conditions of the region on the premise that it will take time. "

On top of that, "Because the risk does not become" zero ", just because the non-combustible area ratio reaches 70% does not mean that you do not have to do anything. You need to be prepared to do it properly. "
