In 2017, service outsourcing centers (Tadbeer) were authorized to operate, through a strategic partnership between citizen investors and the Ministry of Human Resources and Emiratisation.

In light of this, the citizen investors played their required role, so they started to establish centers with high specifications, rented large areas, according to the requirements set by the ministry, took care to employ tens of citizens, and invested hundreds of millions in this, and there is an approximate number indicating that the total of their investments exceeded half a billion dirhams. !

On the other hand, the owners of the centers face, today, difficult conditions due to their lack of adequate support from the ministry, as they see, although they have provided all that is required of them, but the decisions are in the interest of the customer and the employee, regardless of the profitability of the project, and the importance of Developing it, spending on it, and recovering capital, so centers are no longer rewarding for them. Rather, they are, as they say, closer to charities than being an investment, and the citizen investor expects from him a profit as a good fruit for his effort!

Certainly, we are with the Ministry's intervention to organize this sector, and certainly ministerial decisions take into account all parties, there is no dispute about that, but consultation in decision-making, flexibility when implementing them, and taking into account these citizen investors are imperative matters, especially as they feel today that interference in the centers' affairs and their decisions, It has reached an extent that goes beyond the concept of partnership between the private and the public sectors, and has become mere orders from one party, for implementation only, without consulting and seeking the opinion of the centers and their owners.

There are many difficulties and obstacles facing these centers, which inevitably cast a shadow over the ultimate customer, who is the citizen who wants to obtain auxiliary labor, and this is what everyone notices today from the exaggerated increase in their prices, the increase in their requirements also in an exaggerated manner, and the loss of the rights of the head of the family. Often.

As for the “Tadbeer” centers, they also face troubles and obstacles, the most important of which is the absence of a regular market for assistive workers, and this market is produced based on international agreements, which the state must conclude with the labor-exporting countries, to ensure the arrival of assisted workers in an orderly and legal way that guarantees the rights of all parties. In the absence of these agreements, the current situation depends on dealing with brokers who have no word or commitment.

“Tadbeer” centers are part of the small and medium enterprises, and it is now going through a critical phase, and if it does not find the appropriate support, the repercussions of its falling into the circle of loss will lead to several damages, such as delay in paying employees ’salaries and possibly ending their services, in addition to the inability to pay Rental dues for large centers' spaces, in addition to the rest of the obligations and costs!

Regardless of anything else, the options facing the owners of these centers are few and difficult, rather harsh, which are either closing them permanently, laying off all employees, or empowering investors and supporting them morally and materially, in accordance with the principles of the free market, in a manner that does not conflict or affect the general standards, Or the quality of service, or the rights of employees and dealers.
