  Nie Dequan said that "patriots ruling Hong Kong" is not a new thing; "patriots ruling Hong Kong" fully meets the constitutional requirements of the Hong Kong Special Administrative Region.

  He pointed out that in order to ensure the steady and far-reaching practice of "One Country, Two Systems", we must always insist on "patriots ruling Hong Kong."

This is a fundamental principle that concerns national sovereignty, security, development interests, and the long-term prosperity and stability of Hong Kong.

  Nie Dequan said that perfecting the election system of the Hong Kong Special Administrative Region to implement "patriots ruling Hong Kong" belongs to the central authority. The SAR government fully respects the leadership of the central government in improving the electoral system, and agrees with Wang Chen, vice chairman of the Standing Committee of the National People's Congress, in the draft decision. The five basic principles set out in the explanation are to fully and accurately implement the principles of "one country, two systems", "Hong Kong people ruling Hong Kong" and a high degree of autonomy; firmly safeguard national sovereignty, security, and development interests; adhere to the rule of law in Hong Kong; conform to the actual situation of Hong Kong and improve the Hong Kong Special Administrative Region Governance effectiveness.

  Nie Dequan said that the SAR government will fully cooperate, implement and improve measures through local legislation, and adhere to the principle of "patriots ruling Hong Kong".
