"If you go to Western countries such as the United Kingdom and the United States and ask why you are all patriots in your governance team, people will find this problem strange for you. A social governance team must be a patriot, which is justified."

Liang Zhenying, vice chairman of the National Committee of the Chinese People's Political Consultative Conference and former chief executive of the Hong Kong Special Administrative Region, made the above remarks when talking about the topic of "patriots ruling Hong Kong" in an exclusive interview with a reporter from China News Agency in Beijing on the 7th.

Improve the system to exclude "non-patriots"

He said that the so-called "loyal opposition party" in Western countries means that the opposition party must be loyal to the country.

However, in the Hong Kong Special Administrative Region, the political environment is not mature enough, and some "non-patriots" have appeared among public officials.

On March 7, Liang Zhenying, vice chairman of the National Committee of the Chinese People's Political Consultative Conference and former chief executive of the Hong Kong Special Administrative Region, accepted an exclusive interview with a reporter from China News Agency in Beijing.

Liang Zhenying pointed out that to improve Hong Kong's electoral system in accordance with the law is to use legal means to exclude those who are not patriots from the governance team.

Liang Zhenying believes that public officials, including members of the Chief Executive’s Election Committee, Legislative Council members, and district council members, have committed violations of identity requirements: these people have repeatedly "ran to the United States" to demand sanctions on China and the Hong Kong SAR government.

The Fourth Session of the 13th National People's Congress is deliberating on the "Decision of the National People's Congress on Improving the Hong Kong Special Administrative Region's Electoral System (Draft)."

Liang Zhenying pointed out that to improve Hong Kong's electoral system in accordance with the law is to use legal means to exclude the above-mentioned unpatriotics from the governance team.

With a normal administrative and legislative relationship, the housing and employment problems encountered in the development of Hong Kong can be better resolved and the country's development opportunities can be better grasped.

In recent years, Hong Kong has experienced a relatively serious pan-politicization phenomenon, which has severely impacted the normal economic and social order.

Regarding how Hong Kong society should implement "patriots ruling Hong Kong", Liang Zhenying said frankly that "the difficulties of work should not be underestimated." It was not a decision passed by the National People's Congress. Hong Kong would amend local legislation and the work would be completed.

Facing the upcoming elections of the Legislative Council of the Hong Kong Special Administrative Region, the Chief Executive, etc., he described, "We have just set out, and (with our opponents) have not yet confronted"; the essence of "One Country, Two Systems", the political status of Hong Kong, and the perfect election The necessity and urgency of the system are clearly explained to the Hong Kong society and the international community.

Correct the deviation, in accordance with the original intent of the Basic Law

Former Secretary-General of the Hong Kong Basic Law Advisory Committee, Leung Chun-ying emphasized that when the Hong Kong Basic Law was promulgated in 1990, it stipulated the election methods for the Chief Executive of the Special Administrative Region and Legislative Council Members, which clearly stated the relationship between the Central Government and the Special Administrative Region.

The high degree of autonomy of the Hong Kong Special Administrative Region is authorized by the central government. The central government’s efforts to improve the electoral system are fully in line with Hong Kong’s political status and the scope of the central government’s exercise of power over Hong Kong.

During the drafting stage of the Hong Kong Basic Law from the late 1980s to the early 1990s, many topics including "patriots ruling Hong Kong" were discussed.

He pointed out that "patriots ruling Hong Kong" is not a new issue, nor is it a new idea of the central government.

We often say in Hong Kong that we must fully and accurately implement "one country, two systems" in accordance with the Basic Law. This does not mean adding new content, but correcting deviations.

Since the implementation of the Hong Kong National Security Law last year, the outside world has seen a marked improvement in social order in Hong Kong.

Liang Zhenying gave an example. Some parents were uneasy about the political stance and teaching attitude of their children's schools and some teachers, and planned to send their children to study in Hong Kong.

After the National Security Law, school-running organizations, principals, and chief teachers dared to deal with political problems in faculty and school associations.

"This is a very good impact after the implementation of the National Security Law. The school now has a lot of quieter than before. The relevant problems will be solved step by step."

Seize the opportunity and gain new impetus

The draft of the "14th Five-Year Plan" and the 2035 long-term goal outline has been submitted to the Fourth Session of the 13th National People's Congress for review.

Liang Zhenying believes that the "14th Five-Year Plan" has given Hong Kong many new opportunities. If Hong Kong can seize it, it can gain new momentum.

In addition, Hong Kong, with its status as an international financial, shipping, and trade center, can also make more contributions to the country.

In 2020, Liang Zhenying went to Qingdao and other places for inspection.

Currently, Hong Kong Port and Qingdao Port rank the seventh and eighth largest ports in the world.

"But the two are not a competitive relationship." He said that the exchanges and cooperation between Hong Kong and the Mainland are good examples in the shipping service industry, and both parties can contribute to each other.

"At the moment, I hope that the epidemic will pass as soon as possible, so that the exchanges between the two places can return to normal as soon as possible, so that many project cooperation, investigation and research work can be carried out more efficiently."

Don’t be afraid to speak justice

In recent years, Liang Zhenying has often spoken on social platforms to refute the fallacy rumors of anti-China chaos in Hong Kong.

He said that the Hong Kong "Regulations Amendment Disturbance" in 2019 caused a series of violent incidents, and many people were afraid to speak up.

He recently added a job, which is to use English to clarify the political status of Hong Kong, what happened in the past two years, and the work of the central government, and even make a video.

Under his appeal, many members of the CPPCC National Committee of the Hong Kong District and university presidents in Hong Kong are carrying out relevant work.

There are two main purposes of writing these things: one is to let everyone know that you should not be afraid, nor should you be afraid of things that are just. Position, otherwise it is easy to understand", he said.
