At the municipal level, under the Municipal Leading Group for Promoting the Integrated Development of the Yangtze River Delta, the "Shanghai Hongqiao International Open Hub Special Work Promotion Mechanism" is set up. The main responsibilities are to implement the "Overall Plan", study major issues, and strengthen communication and coordination.
Hongqiao Business District and related districts shall respectively formulate work plans or action plans for implementation in their respective regions, and clarify work objectives and specific measures for the next 3-5 years.

On March 2, the Office of the Leading Group for Promoting the Integrated Development of the Yangtze River Delta held a mobilization meeting to emphasize the need to fully promote the implementation of the "Overall Plan" and accelerate the formation of a lively situation of jointly building the Hongqiao International Open Hub.
Wang Huajie, deputy director of the Shanghai Development and Reform Commission, said that as a breakthrough in building the Hongqiao International Open Hub, a total of 29 items were initially sorted out, of which 16 policies were first implemented in the core area of the Hongqiao Business District.

For example, dedicated Internet data channels, cross-border financial services, centralized operation and management of cross-border funds, tax-free shopping, etc.

According to reports, the Hongqiao area is located on the west side of Shanghai's downtown area, and is the transportation network center and economic geographic center of the Yangtze River Delta urban agglomeration.
Relying on its location and functional advantages, the Hongqiao area has developed from the world's largest comprehensive transportation hub to a modern Hongqiao business district, and then with the world's largest single exhibition building, the National Convention and Exhibition Center, successfully held three CIIEs and continued to enlarge the CIIE The spillover effect promotes the Hongqiao Business District to become an import and export commodity distribution hub that links the Yangtze River Delta, serves the whole country, and radiates to the Asia-Pacific.
