  Li Rugang introduced that in February 2021, the average daily separation of household kitchen waste in Beijing was 3541 tons, with a separation rate of 19.61%.

The daily average removal volume of domestic waste is 19,300 tons, which is 12.01% lower than the average daily removal volume in 2020.

In February, the compliance rate of residents' self-categorized investment in random inspections in Beijing was 78.97%, an increase of 4.7 percentage points from January.

  At present, the guarantee capacity of the domestic garbage classification facilities in Beijing has been continuously enhanced. Since the implementation of the regulations on May 1 last year, as of the end of February, Beijing has upgraded 63,700 sets of fixed bin stations, 3954 painted garbage trucks, and upgraded airtight vehicles. There are 805 cleaning stations.

  Beijing has also carried out supervision, inspection and urge rectification. The streets (townships) with the top 20 complaints will be supervised by the municipal government.

In February, daily inspections in Beijing covered 226 residential communities in the city, and a total of 1041 spot problems were detected.

The problems found in the inspection shall be managed in a list, and the districts shall be notified to supervise rectification.

Recycling services should make public the convenience hotline, recycling prices, etc.

  In order to accelerate the construction of the recyclables system, in January this year, the Beijing Municipal Management Committee, together with the Municipal Development and Reform Commission, the Municipal Finance Bureau and other departments, jointly formulated the "Opinions on Strengthening the Construction of the Municipal Recyclables System."

The "Opinions" require residential communities (villages) to combine with domestic waste sorting stations to set up recyclables trading points and improve the source trading network.

Sub-districts (townships) reasonably set up recyclable transfer stations to undertake the underpinning recovery of low-value recyclables within the jurisdiction.

All districts should implement land supply and accelerate the construction of renewable resource sorting centers.

  The "Opinions" further standardizes industry management and requires operators of recyclables to operate in accordance with the law and trade fairly.

In the recycling process, the "identification, vehicle, clothing, weighing apparatus, service, and numbering" are unified.

In the recycling service, the "convenience hotline, recycling personnel information, recycling catalog, recycling price, and complaint telephone number" should be disclosed.

In terms of supporting policies, the "Opinions" clarified that the government provides land guarantees for enterprises to effectively reduce their investment costs.

Implement relevant policies such as the promotion of circular economy and cleaner production, and support the construction of renewable resource sorting centers.

  "The domestic waste sorting station is an important carrier for optimizing the waste classification system. This year, the city will build, renovate and upgrade 600 sorting stations, which have been included in the municipal government's livelihood projects." Li Rugang said.
