Prior to this, in accordance with the inland river embargo requirements in relevant laws and regulations on danger prevention, other river ports along the Yangtze River and important tributaries such as the Huangpu River have imposed embargoes on these goods.

However, the Shanghai section of the Yangtze River, which is located at the estuary of the East China Sea of ​​the Yangtze River, was not subject to the embargo because it was not geographically located in inland waters.

After the "Yangtze River Protection Law" comes into effect, a comprehensive embargo will also be imposed on the above-mentioned goods.

  The Shanghai section of the Yangtze River is the gateway of the Yangtze River to sea and ocean shipping. There are many channels and ports, and it is the busiest area for the transportation of hazardous chemicals in Shanghai Port.

At the same time, the Shanghai section of the Yangtze River is also the most important water source protection area in Shanghai.

The violent drugs involved in the embargo are chemicals with severe acute hazards in the 6.1 category of poisons. Once a large amount of them leak into the water body, it will not only cause environmental hazards to the waters, but may also cause health hazards to nearby residents. The cargo is in the Yangtze River. The implementation of the embargo on the Shanghai section will greatly increase the safety factor of Shanghai’s water sources, and at the same time will further effectively promote the coordinated management of water pollution prevention and control in ports and main streams along the Yangtze River.

  It is understood that the "highly toxic chemicals" prohibited by the "Yangtze River Protection Law" generally refer to the fifth column of the "Catalogue of Hazardous Chemicals" (2015 Edition) formulated by the State Administration of Work Safety in conjunction with the Ministry of Industry and Information Technology. At present, the maritime dangerous goods declaration system has been upgraded and reformed. It automatically prompts the suspected prohibited goods in the declaration, and actively stops and investigates the possible violations of the enterprise; the self-developed "ship-borne container dangerous goods pre-inspection system" is used to carry out the investigation and improve Accuracy of investigation and handling; At the same time, the "Quick Drug Tester" has been put into on-site trial, which can realize on-site real-time detection and improve the pertinence of subsequent laboratory inspections.

  The "Yangtze River Protection Law" is China's first river basin special law, which is of great significance for strengthening the ecological environment protection and restoration of the Yangtze River basin and promoting the rational and efficient use of resources.
