There is no appreciation.

But the note is enough to understand that the government still has work in the field of ecology.

Called to vote to assess whether the current decisions of the executive could reduce greenhouse gas emissions by at least 40% by 2030, compared to 1990, the members of the Citizen's Climate Convention (CCC) awarded, this Sunday, the final mark of 2.5 / 10 to the executive.

However, the majority of participants in this participatory democracy exercise, unprecedented of this size in France, at 6/10, that the Climate Convention had been "useful in the fight against climate change".

But on the concrete translation of their measures, none of the six families of proposals obtained the average, during the votes of some 120 registered out of the 150 drawn by lot, at the end of this final session held by videoconference because of the coronavirus epidemic.

The modification of the Constitution welcomed

This final score of 2.5 / 10 is actually an average of all the scores assigned to the different proposal families.

The “accommodation” theme thus obtained a score of 3.4 / 10;

'' produce and work '', '' feed '' and '' move '': 3.7 each.

'' Consume '' had 4. And the proposals on governance 4.1.

Few measures had the average.

The best score, 6.1 / 10, came to sanction the reform of article 1 of the Constitution, aimed at introducing the fight against climate change, on which Emmanuel Macron proposed a referendum.

The judgment is very hard on other emblematic objectives: 2.8 / 10 only to "limit the harmful effects of air transport".

Some members have systematically assigned the score "zero"

" It's not surprising.

This is something we expected, "commented a source at the Ministry of Ecological Transition after this conclusion, regretting that a block of 15 to 20 members systematically assigned the score" zero ", obviously lowering the average and making the results less easy to read.

"Why the president did not want to take our opinion into account, I don't know, participatory democracy is made to listen to the people", lamented Mathieu, one of the participants.

Of the 146 proposals the government had committed to, 75 have already been implemented and 71 are in the process of being implemented.

Some via the recovery plan or the budget, others in decrees as well as a quarantine in the Climate and Resilience bill which will be debated at the end of March in the National Assembly.

But environmentalists denounce ruled out measures and downward ambitions.
