The 47th "Statistical Report on China's Internet Development Status" recently released by the China Internet Network Information Center shows that during the prevention and control of the new crown pneumonia epidemic, the national integrated government service platform launched the "epidemic health code", which has applied for nearly 900 million people. It has been used more than 40 billion times, supporting most areas of the country to achieve "one-yard traffic."

As an important tool for epidemic prevention and control, many cities have launched health codes in conjunction with related suppliers. However, the health codes of "one thousand places and one code" and "one city, one code" bring inconvenience to people traveling across regions.

The National Health Commission, the National Medical Insurance Bureau, and others have jointly issued the "Notice on Further Promoting the "Internet + Medical and Health" and "Five Ones" Service Actions", clarifying the implementation of national mutual recognition of health codes and "one code access".

Just like an electronic ID card

"When I left the Hangzhou East Railway Station, I directly showed the health code of the government service platform, and the security was released. I felt that the health code was like an electronic ID card." Mr. Wu from Jiangsu felt a lot easier on this business trip: arrived in Zhejiang After Hangzhou, he went to various public places and did not repeatedly apply for the Hangzhou Health Code. Instead, he directly showed the Health Code of the National Government Service Platform or the "Su Kang Code" of Jiangsu.

Mr. Wu, a business traveler, has applied for health codes for more than a dozen places in his mobile phone applet.

In the whole country, there are many health codes developed in various places.

Due to different risk levels, response levels, and prevention and control requirements in different provinces, different health code generation standards and docking platforms in different regions restrict the implementation of "one-code access".

In response to this problem, Lian Weiliang, deputy director of the National Development and Reform Commission, recently stated at the National Spring Festival Transport Video and Telephone Conference that it is necessary to implement a unified policy, unified standards, national mutual recognition and "one code access" for epidemic prevention and health codes.

With the gradual unification of policies and standards, health codes are accelerating toward national mutual recognition.

At present, relying on the support of data sharing on the national integrated government service platform, the health codes of most provinces have achieved information sharing, mutual recognition and mutual recognition.

People can pass with the non-abnormal information of the health code of the national integrated government service platform or the green code of the health code from all over the country. There is no need to apply for and show the health code of the visitor, and there is no need to repeatedly show other epidemic prevention and control codes, which further facilitates people's travel.

The release of a series of national standards provides technical support for accelerating the cross-regional mutual recognition of health codes.

On April 29, 2020, the three national standards of "Personal Health Information Code Reference Model", "Personal Health Information Code Data Format" and "Personal Health Information Code Application Interface" were released, and personal health information codes are speeding up towards unified code system and display The method is unified, and the data content is unified.

At present, most areas of the country such as the Beijing-Tianjin-Hebei, Yangtze River Delta, and the Greater Bay Area have achieved "one-yard access"; Hainan, as a popular tourist resort, has achieved mutual recognition of health codes with 30 provinces across the country.

In the rapid popularization, the health code is also continuously upgraded to realize information exchange and provide convenience for more people.

In order to facilitate the travel of the elderly, children and other groups who do not use or do not operate smart phones, the national government service platform provides the function of "elderly and children assistance inquiries" to realize one-click agency inspection; "Sichuan Tianfu Health Link" WeChat Mini Program was launched. The “offline code” function supports downloading and printing of paper “offline codes”; the “health and epidemic prevention verification system” created by Guangdong Province provides services for swiping ID cards for entry and exit registration and verification of health codes (“Yuekang Code”).

In order to meet various epidemic prevention needs, the National Government Service Platform, Tencent Health Code, Ali Health Code, etc. have launched functions such as nucleic acid test appointment, result query, new crown vaccination query, close self-check, and risk area query.

  Promote national mutual recognition

However, there are still some provinces and cities that have “one-code access” and the national mutual recognition work is not progressing smoothly.

What is the reason behind it?

The reporter learned that the current difficulty in mutual recognition of health codes is mainly due to the different situations and policies of epidemic prevention and control in various regions, which objectively increases the difficulty and complexity of the convergence of epidemic prevention and health information catalogs from various regions to a national integrated platform.

How to ensure the security of data sharing?

Who will bear the responsibility after the data breach?

How to carry out the training of specific executives?

...Similar concerns have also hindered mutual recognition of health codes in some places.

According to Hu Gongqun, a legislative consultant of the Standing Committee of the Beijing Municipal People’s Congress, there are currently no technical obstacles to mutual recognition of health codes. All localities only need to follow standard technical specifications, open and share data with each other to ensure business effectiveness and collaboration.

From a deep perspective, the mutual recognition of health codes tests the willingness and determination of relevant departments of local governments to solve problems.

Experts said that local governments should further enhance their awareness of using big data technology for precision prevention and control, continuously strengthen the training of grassroots executives, and keep abreast of the central and local epidemic prevention and control policies to ensure that the health code truly realizes national mutual recognition.

  Expected full data circulation

Shanghai citizen Ms. Xu recently came to Huayang Road Sub-district Community Affairs Acceptance Service Center to reissue a social security card.

Under the guidance of the staff, she stood in front of the "One Code Pass" smart machine and scanned her ID card. The machine's display showed her body temperature and the words "Green Pass".

It took only ten minutes for Ms. Xu to check, get the number, handle affairs, evaluate and leave the hall.

"In the past, when I came to work, I had to swipe the health code with the application code. It took half an hour before and after. Now swiping the ID card can check the body temperature and check the health code status. There is no need to fill in personal information, which is really worry-free."

It is understood that this "one-code access" smart device realizes infrared temperature measurement, scan code real-name registration, health access, intelligent number picking, 3.0 system one-code access, visual data display, and realizes the entire data flow.

In all parts of China, health codes are showing great efficiency in convenient services such as medical treatment and errands.

In Fujian, the "multi-code synergy" application of "electronic health code", "medical insurance settlement code" and "financial payment code" has been implemented in 14 provincial hospitals, covering more than 36.8 million people.

In Guangdong, 70.97 million residents have activated the electronic health code to enjoy medical and health services conveniently. One code per person can be used by any medical and health institution in the province.

In Hangzhou, Zhejiang Province, the health code has been interconnected with electronic health cards and electronic social security cards. In the future, it will expand its application in public transportation, business and tourism and other fields.

In addition to "passing", the health code can do many things.

To this end, the "Notice on Deepening the Promotion of "Internet + Medical Health" and "Five Ones" Service Actions" jointly issued by the National Health Commission and other departments pointed out that the industry’s "one code universal" will be strengthened to promote residents’ electronic health codes and financial services. "Multi-code integration" applications such as payment codes and citizen cards can realize "one-code access" for health codes.

Zhou Ping, director of the Information Technology Research Center of the China Electronics Technology Standards Institute, said that the health code application is not only about travel, but also has a certain relationship with Internet medical treatment and health care. In the future, the health code will involve insurance and other social security.

With the implementation of "One Code Access", the role of health codes will become greater and greater.
