[Question 1] How about the protection of poverty alleviation and basic livelihood protection?

[Concurrent] Minister of Civil Affairs Li Jiheng

A total of 19.36 million registered poverty-stricken people nationwide were included in the scope of subsistence allowances or extreme poverty, realizing "everything that should be done."

Focus on ensuring that the poor elderly, minors, and severely ill people with disabilities get out of poverty.

The urban and rural subsistence allowances were 44.268 million people, and the subsistence allowance standard increased by 8.6% and 11.7% year-on-year.

There were 4.77 million people living in extreme poverty in urban and rural areas, and their basic living standards increased by 9.2% and 12.2% year-on-year.

For the first time, 254,000 unaccompanied children are included in the national guarantee.

The living allowance and nursing allowance for the disabled benefited 12.126 million and 14.738 million respectively.

We will do a good job in the care and protection of the people in difficulties affected by the epidemic, issue additional living allowances and price subsidies of 28.5 billion yuan, and provide a one-time temporary assistance to 93,000 uninsured unemployed people.

Guide urban and rural communities and social organizations to actively participate in flood prevention and disaster relief.

[Question two] What are the working methods of elderly care services?

What do you think of "family pension beds"?

[Concurrent] Gao Xiaobing, Deputy Minister of Civil Affairs

There are currently three main types of elderly care services: home care, community care, and institutional care. Most elderly people are still more willing to choose home care.

However, with the deepening of the aging degree and the increase of disabled elderly people, family care for the aged is facing the challenges of caring energy, time and professional ability. There is also a phenomenon that a disabled elderly in the family will bring down a family.

The so-called "family elderly care beds" refers to the extension of professional elderly care services of elderly care institutions to families based on elderly care institutions and community elderly care service centers, and the provision of age-appropriate reforms and professional care for families with disabled elderly people. The elderly care services such as, remote monitoring have greatly alleviated the difficulties of family elderly care and have been well received by the elderly.

In the next step, the focus of our work is to first come up with the norms and standards for home care beds and include them in the scope of supervision of care services. At the same time, we must also make a good layout of the support points of care services institutions and community care for the family. It is possible to provide for the aged, and at the same time we should introduce policies to support the construction of homes for the elderly.

[Question 3] Recently, the first batch of suspected illegal social organizations in 2021 was announced. How can the public identify illegal social organizations?

[Concurrent] Zhan Chengfu, Deputy Minister of Civil Affairs

First, the general public must have a sense of self-awareness. There is no free lunch in the world, and the greater the benefits, the more careful it is.

The public can check the list of legally registered social organizations across the country at any time through the "China Social Organization Government Service Platform" and "China Social Organization News" WeChat official account to verify their legal identity.

[Question 4] In the newly revised Law on the Protection of Minors, it is clear that the specific work of the coordination mechanism shall be undertaken by the civil affairs department. What is the progress of this work?

[Concurrent] Gao Xiaobing, Deputy Minister of Civil Affairs

First of all, we feel that we need to speed up the establishment of a coordination mechanism for the protection of minors at the national level, which is in the process of being established.

Second, we must strengthen national guardianship.

Recently, we have jointly issued relevant documents and opinions regarding the lack of guardianship in emergency situations with the National Development and Reform Commission and other ministries to strengthen the guardianship of minors in emergency situations.

Third, we must strengthen team building.

We will train and strengthen the team of minor protection personnel at various levels. There are 48,000 minor protection instructors (child supervisors) and child directors. The total number of child directors is more than 600,000, and there are more than 70 in total. Ten thousand people, on the basis of such a team, more people will be added to complete this work.

Fourth, we must increase our (minor protection) institution building.
