In December last year, it was clear which newsrooms will be allowed to take part in the 500 million authority distributed in editorial support, information that the authority for press, radio and television communicated to the public on 9 December.

But already on December 2, information was published about which newsrooms may receive the support on an alternative media site.

We discovered that there was a publication of a document that had not yet been processed, a draft decision, on an external site, says Peter Schierbeck, head of the administrative unit at the authority for press, radio and television (MPRT) to Kulturnyheterna.

Manipulated system

At first, the authority thought that it could be about someone using their statutory freedom of information to disseminate the information, but they realized that it was more likely that it was a data breach.

- Someone here had somehow prepared access to digital environments so that they could download this file, says Peter Schierbeck.

The authority also thought that it could be a technical error that meant that the information had ended up outside the authority, but also ruled out that possibility.

- Someone had manipulated the system to access these files, says Peter Schierbeck.

The authority therefore made a police report of a data breach on 4 December.

- We can not speculate on who is behind the intrusion, how it has happened, the police must investigate, says Peter Schierbeck.
