The Minister of Health, Olivier Véran, announced on Thursday an agreement with three hospital unions to extend the increase of 183 euros net per month from June 1 to 18,500 agents who remained on the sidelines of the “Ségur de la santé”.

This “new majority agreement” was signed with FO, CFDT and Unsa, said Olivier Véran on Twitter.

The document, released on Tuesday by FO-Santé, targets social and medico-social services "attached" to a public hospital (home care, disability) as well as certain "other structures" shared between several establishments (pharmacies, laundries).

"Preserving the stability of human resources"

The stated objective is to “preserve the stability of human resources”, by generalizing the “additional index treatment” paid since September 2020 to almost all hospital workers.

"These 18,500 professionals, who mainly support people with disabilities or loss of autonomy (...) share most of the time the same corridors as their colleagues (already) beneficiaries" of this upgrading, underlined the Prime Minister, Jean Castex, in a statement.

This measure will be taken into account as soon as it enters into force for the calculation of future retirement pensions.

According to the Ministry of Health, it will cost Social Security a total of 83 million euros per year.

"A first step" for Unsa-Santé

"More is better than nothing", welcomed Unsa-Santé, welcoming "a first step" on the road to "equity within the hospital public service".

It remains to decide the fate of the so-called "autonomous" structures, whose situation "will be the subject of rapid negotiations, from March 1," according to the signed agreement.

"The extension to these establishments seems essential to us", indicated the Hospital Federation of France (FHF), also signatory of the agreement which it qualifies as "positive progress".

"Equal treatment must continue", also believes the CFDT-Santé, which for its part targets "the private sector associations" and its hundreds of thousands of employees, where discussions stumble on the number of beneficiaries, therefore the budget global.

FO-Santé goes even further and promises to "continue (r) the fight" for "autonomous" establishments and "those of the private sector", but also "of other sides of the public service".
