According to the portal, the failure occurred at about 22:22 Moscow time.
Problems were reported by users from Russia, Belarus, Ukraine, Germany and other countries.
Most of user complaints are related to connecting to Telegram (84%) and sending messages (15%).
In early January, users also reported a Telegram crash.
