As the Spring Festival approaches, in order to prevent and control the epidemic, various localities have introduced new measures to advocate the local Chinese New Year.

What is the overall situation of choosing in-situ Chinese New Year this year?

On February 3, Zhaopin Recruitment released the "Research Report on "Stabilizing Jobs and Retaining Jobs" for the Spring Festival in 2021" (hereinafter referred to as the "Report"). It launched a survey for national enterprises and employees from different places, and the content covered companies "Stabilizing Jobs and Retaining Jobs" Policies and plans, as well as the return home plan, Chinese New Year plan, difficulties and needs of people employed in different places.

According to the survey data of people employed in different places, 57.6% said they would not return home during the Spring Festival, 26.7% insisted on going home for the New Year, and 15.7% had not decided.

Whether or not families can reunite is an important factor that affects people who are employed in different places during the New Year.

Survey data shows that respondents who live with their families at work are more inclined to celebrate the New Year locally, accounting for 63.8%, which is 10.8 percentage points higher than the "wandering alone" group.

Secondly, the respondents with different marriage and childbirth status also showed differences. The proportion of the groups who chose to celebrate the New Year in situ, in descending order, were married and childbearing (62.2%), married and childless (59.6%), and unmarried and having lovers. (56.1%) and single (51.9%).

Li Hua (pseudonym), the owner of an export company in Dongguan, Guangdong, analyzed by China Business News that for white-collar workers, many people are willing to celebrate the Chinese New Year locally and do not go home during the Spring Festival because they have high wages and have already bought a house and settled in the workplace. Many elderly people also come to reunite when they study in the city, so the impact of not returning home is not big.

But for many front-line workers in the factory, they still want to go home, because their children and parents are in their hometowns, so they want to go home early for reunion.

"Our company leaders have basically cancelled the plan to go home for the New Year for those who want to go home," said Ms. Liu, who works in a local state-owned enterprise in Yuexiu District, Guangzhou.

According to the attributes of their hometown, 60.4% of rural employees choose to spend the New Year in situ, ranking first, followed by cities (57.1%) and counties (52%).

Rural areas are key areas for epidemic prevention and have stricter epidemic prevention policies. Therefore, the proportion of people who choose to stay at work during the Spring Festival is also higher.

Employment policies restrict workers from the other end. Mega cities such as Beijing and Shanghai have higher levels of epidemic prevention and more rigorous policy formulation. Therefore, workers who work in these cities are more cautious about returning to their hometowns and worry about festivals. Later rework was affected.

Moreover, such cities are rich in commercial resources and cultural activities, and the supporting life services are relatively convenient. Therefore, the proportion of employees from different places in Beijing and Shanghai is higher than that in other regions, accounting for about 70%.

In addition to Beijing and Shanghai, Tianjin, Zhejiang, Hebei, and Guangdong also rank in the forefront of in-situ Chinese New Year.

In terms of different industries, the industries with higher influence of the “Stabilizing Jobs and Retaining Workers” policy are energy/minerals/environmental protection, trade/wholesale/retail/leasing/fast-moving consumer goods/durable consumer goods, automobiles/production/processing/manufacturing, said Respondents who responded to the policy to celebrate the New Year on the spot accounted for more than 20%, followed by transportation/transportation/logistics/warehousing and real estate/construction.

Most of the above industries belong to the more traditional labor-intensive industries, and faced the difficulty of resuming work and production during the 2020 epidemic.

The survey report shows that for the mainstream policy of stabilizing jobs set by enterprises, the voice of material incentives is still the highest.

64.7% of the respondents said that "arranging shifts and paying high salaries" is the most attractive for the local Chinese New Year, 53.3% of the respondents expected to "distribute red envelopes to the post", and 32.3% of the respondents were "distributed condolences or benefits" "attract.

Therefore, whether it is at the government or enterprise level, if you want to maximize the encouragement of workplace people to celebrate the New Year on the spot, it is most effective with real money incentives and subsidies.

Since the beginning of this year, local governments and enterprises have introduced a series of material incentives to attract migrant workers from other places to celebrate the New Year.

For example, in January this year, Xiamen Baotai Biotechnology announced that it would spend 30 million + red envelopes for employees to leave "Xia" for the New Year, 5,000 yuan per capita.

Li Hua told reporters that high-tech companies, real estate companies and other high-profit industries and companies can provide higher material incentives.

However, for labor-intensive enterprises, due to the small profit margins, the material incentives are much smaller, and the only way to do it is to ensure various services and appropriately increase overtime wages.

In addition, this also requires relevant departments to increase their support, through the joint efforts of the government, enterprises, society, and individuals, to do a good job of stabilizing and retaining jobs.
