  During the 90-minute question and answer session, Carrie Lam first responded to the legislative proposals that Members have reached a certain consensus, and announced five important legislative tasks involving different policy areas, constitutional importance, or people’s livelihood. Answered the questions and follow-up questions of 12 parliamentarians on policies and measures in different areas.

Among them, how to deal with the new crown pneumonia epidemic is the focus of the lawmakers.

  In response to issues related to the new crown vaccine, Lam Cheng Yuet-ngor said that the central government is very concerned about the Hong Kong epidemic and is now coordinating the arrival of vaccines developed and produced in the Mainland in accordance with Hong Kong's request.

The arrival of vaccines in Hong Kong and the approval of emergency use of vaccines are current priorities. The SAR government hopes to objectively and scientifically approve emergency use of vaccines, and hopes that citizens will be able to receive vaccines conveniently, comfortably and securely by then.

In addition, the SAR government is "overwhelmingly" publicizing the science and popularity of vaccines, with a view to raising public awareness of the importance of vaccination.

  Regarding the recent frequent "closed zone" forced inspections, Carrie Lam said that the purpose of this measure is to more thoroughly, quickly and accurately identify the people diagnosed in higher-risk areas or buildings, and to examine the invisible transmission chain in the community.

If no confirmed cases can be found after the action, it is actually a good indicator that the epidemic is close to showing signs of decline. The SAR government will not simply use the number of cases found to measure the effectiveness of the work.

  As for supporting unemployment and restoring the economy, Lam Cheng Yuet-ngor said that the latest unemployment rate in Hong Kong is 6.6%, which I believe has not peaked. However, as the epidemic drops and social distancing measures are relaxed, economic activities in all aspects should gradually resume.

  In addition, Carrie Lam also answered questions about the introduction of non-local trained doctors, arrangements for district councilors to take oaths, safeguarding the safety of old buildings, and strengthening the construction of transportation infrastructure.

  Lam Cheng Yuet-ngor thanked the Legislative Council for passing the motion of thanks in the 2020 Policy Address and expressed many pragmatic opinions. She said that she attaches great importance to the relationship between the executive and the legislature, respects the role of the Legislative Council, and agrees that the legislature's supervision of the executive is an important part of good governance.
