  In order to further regulate the behavior of the housing rental market, the Municipal Housing and Urban-rural Development Bureau issued on February 1 "Several Measures to Further Promote the Stable and Healthy Development of the Housing Rental Market in Our City" (Draft for Solicitation of Comments) (hereinafter referred to as "Several Measures").

The reporter was informed that Shenzhen will vigorously promote the equalization of public services, gradually promote the policy of renting points for households and purchase houses to enjoy the same treatment, and optimize the policy for renting points for admission.

In addition, it will also implement the differentiation of housing provident fund rental housing withdrawal, and employees can enjoy withdrawal discounts when they register and file rental housing on the municipal rental platform.

Exploring the new model of reconstruction of existing houses to rent houses

  "Several Measures" proposed that Shenzhen will implement the land supply for leased housing, arrange a certain percentage of new construction land for leased housing land, and separately list the land supply plan for leased housing in the annual supply of construction land.

Support industrial parks to increase the construction ratio of supporting dormitories.

  Give full play to the leading and leading role of state-owned enterprises and institutions, and encourage state-owned enterprises, institutions and private enterprises to use their own idle land to develop and build rental housing.

  Explore the PPP model in which the government provides residential land and housing rental companies are responsible for the construction and operation of rental housing to raise rental housing.

In addition, Shenzhen will also explore a new model of converting existing houses into rental housing, allowing qualified stock houses to implement "N+1" transformation of rental housing, and launching pilot projects of converting existing commercial and office buildings into apartments and dormitories. If a housing leasing company rents a house to an individual and belongs to a small-scale taxpayer, the value-added tax shall be calculated at a rate of 5% minus 1.5% to calculate the tax payable; if it is a general taxpayer, it can choose to apply the simplified VAT calculation method, according to 5 % Of the collection rate minus 1.5% to calculate the tax payable.

For enterprises, public institutions, social organizations and other organizations that lease houses to housing leasing companies or lease approved "commercial lease" housing, the real estate tax is levied at a 4% tax rate.

  Individuals who apply for housing lease contract filing or information declaration on the Shenzhen housing leasing supervision service platform will be taxed in the form of syndrome collection. By the end of 2023, the syndrome collection rate will be 0%.

Vigorously promote the equalization of public services and optimize the admission policy of rental housing points

  The "Several Measures" are clear and vigorously promote the equalization of public services.

In combination with the relevant policies of Shenzhen's household registration, gradually promote the rental housing to enjoy the same treatment as the purchase of housing in the points-based household policy.

While increasing the supply of pre-university education and compulsory education degrees, we will optimize the admission policy for rental housing points.

  At the same time, increase the housing provident fund support for housing leasing.

Revise the housing provident fund extraction rules in the "Shenzhen Housing Provident Fund Withdrawal Management Regulations" and implement a differentiated extraction policy. Employees who apply for the registration of new or renewed housing lease contracts or information declarations on the municipal leasing platform can enjoy preferential extraction policies.

Explore the use of housing provident fund to support rental housing, study to further expand the use of housing provident fund channels, enrich system functions, and provide loans to eligible rental housing projects under the premise of giving priority to guaranteeing the withdrawal and loan funds of paid employees.

Optimize and improve the regulatory measures for the housing leasing industry

  "Several Measures" proposes the following regulatory measures to optimize and improve the housing leasing industry: one is to strengthen the information disclosure obligations of housing leasing companies, and to establish an annual report system for housing leasing companies based on the company's annual report; the second is to establish a housing leasing fund supervision system; Establish a credit management system for the housing leasing industry, formulate credit evaluation measures, and rely on the municipal leasing platform to implement credit evaluation management for housing leasing companies and real estate brokerage agencies engaged in housing leasing brokerage services and their employees.
