  The Hong Kong Special Administrative Region government announced in November last year the direction of reforming the general education subject of high schools, including new subject names, keeping subjects as compulsory and compulsory, public examinations only set "standards" and "not up to standards", and no "independent subject research" "Course content and class hours are reduced to half of the original, and opportunities for investigations in the Mainland are provided.

  The questionnaire sent out on the same day showed that the Education Bureau proposed a number of options for the new name of the Liberal Studies Department, including "Citizenship and National Studies", "National and Social Studies", "Citizenship and Social Development", "Citizenship and Culture" and "Social Studies".   At present, the total class time of general education in Hong Kong is 250 hours, of which 168 hours are allocated to 6 units and 82 hours are allocated to independent topic discussions.

With the removal of independent topic studies, the Education Bureau recommends that the total lesson time for this subject be 130 to 150 hours.

  The consultation document covering the curriculum suggestion shows that the curriculum philosophy of this subject includes training students: possessing a broad knowledge base, understanding current issues that affect the daily life of individuals, society, the country, or the world; becoming knowledgeable and responsible citizens and identifying national identity , And have a world perspective; respect multiculturalism and perspectives, and become a person who can think carefully, rationally, reflectively and independently; and master the skills required for lifelong learning, and have the confidence to face the challenges of the future.

The learning results include: understanding the constitutional basis of the Hong Kong Special Administrative Region, the relationship with the country and the latest development of the country, so as to explore the opportunities and challenges of the interactive development of the two places.

  Three topics are suggested for the course, including Hong Kong under "One Country, Two Systems", countries since the reform and opening up, and the interconnected contemporary world. The recommended class time for each topic is 45-50 hours.

The learning focuses include the origin and return of the Hong Kong issue, the overall national security concept, the relationship between the implementation of the Hong Kong National Security Law and the promotion of the long-term development of Hong Kong and the balance of the rule of law and human rights, the outline of the national political system, and the contribution and benefits of the Hong Kong Special Administrative Region in participating in national affairs.

  The Education Bureau stated that in order to benefit students as soon as possible, the proposal to optimize the four subjects of senior secondary schools can be implemented in the fourth grade in the 2021-2022 school year at the earliest, and will take effect in 2024. (Finish)
