"After the special campaign against gangsters began, some criminal suspects lurked in hiding in order to escape the crackdown, and some even absconded overseas." The relevant person in charge of the Anti-gangster Office of the Ministry of Public Security said in an interview with a reporter from the "Rules of Law Daily" recently. Since November 2019, in accordance with the unified deployment of the National Anti-gang Office, the Ministry of Public Security has successively organized the special operations of "Hundred Days of Pursuit of Escape" and "Clearing Fugitives", and arrested 5,824 criminals and criminals at large. A-level arrest warrants were issued for 73 major criminals at large.
As of the end of January this year, 5768 people have been registered, representing a rate of 99%.
Among them, 5,328 domestic target fugitives have all come to the case, 496 overseas fugitives have come to the case, 440 people have come to the case, the case-acceptance rate is 88.7%; 73 A-level wanted fugitives have come to the case.
Overcoming difficulties

The Ministry of Public Security issued a red notice to Zheng through the International Criminal Police Organization and established a working group to strengthen law enforcement cooperation with the judicial departments of Argentina, Dominica and other countries.
Under the promotion of the Ministry of Public Security, in 2015, the Argentine police issued an arrest warrant against Zheng Mouqiang. Zheng Mouqiang escaped after hearing the news and was hiding in Brazil, Paraguay and other countries.
“When I was hiding in Brazil, I learned that the domestic public security organs coordinated the Brazilian police to arrest me. Every day, I was afraid that I was coming to arrest me as long as I heard the sirens. Later, Brazil couldn’t stay anymore, so I ran to Paraguay. "Zheng Mouqiang recalled after arriving at the case.

Under constant pressure from the Chinese police through the Paraguayan police, in March 2020, Zheng Mouqiang was arrested by the Dominican police while attempting to continue his escape via Dominica.
"In 2005, the first case I encountered in my work was Zheng Mouqiang's suspected murder case. I have always wanted to get him back personally. The process of pursuing him over the past 15 years has been too difficult. We have faced many difficulties abroad, but we always He did not give up, and he firmly believed that he would be arrested and brought to justice." Zhang Liang said.
After Zheng was arrested in Dominica, affected by the new crown pneumonia epidemic, there were no direct flights between China and Dominica, which brought great difficulties to the transfer and escort work.
With the joint consultation of the Chinese police and the Dominican police and the strong assistance of the Spanish police, the handover was finally carried out in the terminal building of Madrid Airport in Spain.
"In order to complete this mission, we put on protective clothing before getting off the plane, and we did not go to the toilet with food and water for more than ten hours during the transfer and escort. Perseverance

On August 17, 2019, with the assistance of the Ministry of Foreign Affairs, the working group of the Ministry of Public Security extradited the criminal suspect Huang who had absconded from Sao Paulo, Brazil for nearly 10 years. This is the first time Brazil has extradited a criminal suspect to my country.
Huang recruited a number of social idlers with criminal convictions, and organized gambling establishments, illegal detentions, provoking disturbances, extortion and other illegal and criminal activities in Nan'an City, Fujian Province, and gradually formed a triad organization headed by him.
In August 2010, the Nan'an public security organs destroyed this criminal organization in one fell swoop and arrested more than 10 criminal suspects. Huang fled to Brazil.
During the absconding period in Brazil, Huang set up a fellow chamber of commerce, proclaimed himself the chairman, started business in a majestic manner, and actively involved in "public welfare" undertakings, defrauding the title of honorary citizen of São Paulo.
In order to arrest Huang and return to the country, the Ministry of Public Security has sent a working group to Brazil four times to pursue escape work, and issued a red notice to him through the Interpol, actively coordinating and promoting the Brazilian police to take substantive measures.
At the same time, with the assistance of the embassy and consulate in Brazil, the working group exposed the fact that Huang was suspected of serious crimes in the Brazilian overseas community, constantly squeezing his living space.
In August 2018, the Brazilian police arrested Huang.
In May 2019, Brazil's Supreme Court ruled that it agreed to extradite Huang.
"The extradition work for Huang is not all smooth sailing." According to Li Cong, the second-level sergeant of the Criminal Investigation Corps of the Fujian Provincial Public Security Department, according to Brazilian law, after the Supreme Court makes an extradition verdict, Huang can continue to appeal and use judicial procedures to delay time.
To this end, the Chinese public security organs have done a lot of work to clarify their interests.
After weighing, Huang finally gave up the appeal and voluntarily signed the extradition document.
Huang's successful extradition fully demonstrated the firm determination of the Chinese public security organs to severely crack down on criminal and evil crimes and do their best, and effectively deterred suspects fleeing criminals.
Do nothing
If the fugitives involved in the case are not caught, the case will be difficult to break, justice will not be carried out, the potential harm will be difficult to eliminate, and the masses will be unsatisfied.
