Upon seeing this, Shen hurriedly knelt on his knees and knocked his head three times.

  This scene happened a few years ago in the second middle section of Fengkou Town, Honghu City, Hubei Province.

It turned out that the day was the funeral of "Master Zhao" Zhao Mouqing's father.

  Privately organized underground firecracker inspection teams, organized casinos, forced transactions, extortion...According to the Jingzhou City Public Security Bureau’s remote jurisdiction notice, Jianli City Public Security Bureau intervened in the investigation, and Zhao Moqing’s paintings of crimes involving gangs and crimes were gradually stripped.

  Form an underground firecracker inspection team

  In December 1989, Zhao Mouqing was assigned to work in the Fengkou Town Supply and Marketing Cooperative after he was discharged from the army.

In June 1999, he was promoted to the director of the town's supply and marketing cooperative, and his future was bright.

But with the expansion of his desire for profit, he stepped into the abyss of crime.

  In June 2002, Zhao Mouqing registered and established Honghu Yulong Fireworks and Firecracker Trading Co., Ltd., and successively recruited young people such as Bai from the society to act as accomplices to expand his power and intend to monopolize the local fireworks and firecrackers market.

  In order to prevent firecrackers from surrounding counties and cities from entering the Honghu market, Zhao Mouqing privately set up an underground firecracker inspection team to purchase special clothing, equipment and vehicles for the team members, and forged the Hubei Province safety production supervision law enforcement certificate, made a list of evidence for pre-registration, preservation, and registration Preserve evidence notices and other documents, organize inspection teams to inspect the distribution stores of various townships in Honghu City in the name of law enforcement, and purify the market.

Once it was discovered that the shop was selling firecrackers other than Yulong Company, it was confiscated and taken away, or the shop owner was beaten or ordered to close.

  Because the price of Yulong’s firecrackers is higher than others, some dealers secretly purchase them from elsewhere.

In this regard, Zhao Mouqing obstructed in every possible way.

In January 2018, a shopkeeper in Fengkou Town purchased more than 50 disc whips from Xiantao.

After hearing the news, Zhao ordered Ma Zai to take more than 10 people to beat the delivery personnel, and drag more than 50 discs to the warehouse of Yulong Company for his own possession.

  To make matters worse, they also arranged personnel to check all the delivery vehicles in the surrounding counties and cities, register the license plates one by one, find opportunities to steal the GPS positioning system, keep track of the whereabouts of the delivery vehicles, track, monitor and intercept.

  On December 25, 2017, Xiantao businessman Xiao and his wife drove 60 firecrackers to Honghu in a small truck.

The couple made a copy of the small road, but they did not expect to be followed when they reached Fengkou Town.

Xiaomou suspected that he was a member of Yulong Company, and was afraid in his heart, so he abandoned the car and ran away with his wife.

Ma Zai, who was driving and following, got out of the car and chased after him. After catching the two, he escorted the two to Yulong Company and forcibly swallowed a car of firecrackers.

  Over the past few years, Zhao Mouqing has monopolized the firecrackers market and made illegal profits of more than 36.5 million yuan. The local people dared not speak up.

  Set up casinos to forcefully invite people to join in

  The opening of casinos to make profits is a common method used by some evil forces to earn money, and the Zhao Moqing gang is no exception.

  From 2011 to 2017, Zhao Mouqing organized gang members during the Spring Festival every year to take turns at the Fengkou Supply and Marketing Cooperative Guest House and a Fengkou Hotel to open a casino by rolling dice to bet on odds and even pairs, and gather crowds to gamble.

  The casino has a clear division of labor. Zhao Moqing is in charge behind the scenes, his brother is responsible for casino management and cash income, and the other members are responsible for bookkeeping and grading, watching the wind, and picking up gamblers.

Each bet can cost as little as several thousand yuan to as many as tens of thousands of yuan, with a profit of tens of thousands of yuan per game.

After investigation, Zhao Mouqing's gambling gang made a total of more than 15 million yuan in illegal profits.

  In order to compete for the sphere of influence and ensure the source of gambling customers, the Zhao Moqing brothers instructed Bai and others to attack other small casinos with a murder weapon and exclude competitors.

During the 2011 Spring Festival, Zhao Mouqing heard that there were people gambling in two hotels in Fengkou Town, and ordered his staff to "rush to the field", wound the hotel owner, and threatened him not to open the field again.

  According to the police handling the case, when Zhao was organizing the opening of a casino, he repeatedly invited people with a certain financial strength to join him. The invited people were afraid of his prostitution.

There are many gamblers who have a good business or career. They lost their gambling and sold shops and real estate to pay off high-interest gambling debts. They lost their fortunes and even lost their wives.

  Yang, the president of a bank in Fengkou Town, was invited by Zhao Mouqing many times, and he frequently visited his casino. He owed huge gambling debts. The house was sold and his public office was lost. He left his hometown and did not dare to go home for many years.

Now that this matter is mentioned, Yang still has lingering fears.

  27 criminals were sentenced

  Zhao Moqing has absolute authority in the gang organization and is called "Master Zhao" by the members of the organization.

In order to expand the illegal influence and establish an illegal authority, Zhao Moqing used all means to harm the masses.

  Usually, local people are respectful when encountering Zhao Mouqing, and if they are not careful, they will be beaten.

In March 2017, the victim Wei Mou spoke louder in front of Zhao Mouqing. Zhao Mouqing believed that the other party had offended his dignity, so he let his subordinates beat Wei Mouton with a club.

After forensic identification, Wei had a comminuted fracture of the upper and middle tibia on both sides.

  At the end of 2018, the Jianli City Public Security Bureau was designated to investigate Zhao Mouqing's criminal and criminal case, and set up a "12·27" task force to station in Honghu City.

With the deepening of the investigation, the organizational characteristics, behavioral characteristics, and harmful characteristics of Zhao Qing's underworld organization gradually became clear.

  In May 2019, the Jianli City Public Security Bureau organized more than 100 police forces to conduct arrests in multiple locations and arrested 12 criminal suspects including the main criminal Zhao Mouqing.

Since then, 15 people involved in the case have successively arrived.

  From August 17 to 19, 2020, the case was heard in the first instance of Jianli City People's Court.

On August 31, Jianli City Court pronounced a verdict of the first instance on Zhao Moqing and other 27 people involved in a criminal case.

The principal criminal Zhao Mouqing was sentenced to 22 years in prison, deprived of political rights for 4 years, and confiscated all personal property.

The other 26 defendants were sentenced to imprisonment ranging from 1 year and 3 months to 11 years and 4 months, and fined or confiscated all personal property.

  On December 1, the Jingzhou Intermediate People's Court held in the second instance that the facts in the first instance were clear, the evidence was reliable and sufficient, the applicable law was correct, the sentence was appropriate, and the trial procedures were legal, and ruled to reject the appeal and uphold the original judgment.
