[Explanation] Early in the morning, in front of the water intake valve in front of the impression public rental housing complex in Jianshan, Changsha, Hunan, a sanitation vehicle was taking water.

Different from the ordinary water intake valve, there is a dedicated water intake "business card" next to it.

This is the special water intake of Changsha High-tech Zone Municipal Garden Sanitation Co., Ltd. The water source comes from rainwater collected underground. The water quality can be used for greening protection and road irrigation, and the price is 20% lower than that of urban tap water.

The water source used by this company is the water asset of China's first rainwater rights transaction.

At the end of 2020, China's first rainwater transaction was successfully concluded in Changsha.

Hunan Yuchuang Environmental Protection Engineering Co., Ltd. purchased the rainwater resource use rights collected by Hunan High-tech Property Co., Ltd. under the Jianshan Yinxiang public rental housing at a price of 0.7 yuan per cubic meter, and then transferred it to Changsha High-tech at a price of 3.85 yuan per cubic meter District Municipal Garden Sanitation Co., Ltd.

Recently, China Water Rights Exchange issued China's first urban rainwater rights trading certificate.

Because we are the country’s first pilot project for the capitalization and water rights trading of rainwater resources, we also feel very honored.

The most important natural resource for the construction of our sponge city is rainwater. We turn rainwater resources into assets, and then through market transactions, turn it into this behavior of investment and financing of this sponge city, and then through contract management of rainwater assets and water Right trading, after being listed on the market, and then doing green finance for the asset income in the next 20 or 30 years.

[Explanation] In recent years, Changsha has actively explored the construction of a sponge city. It has built more than 500 rainwater collection and utilization projects and built a comprehensive rainwater utilization system of more than 70,000 cubic meters.

Previously, due to factors such as the lack of rigid policies and measures for the utilization of rainwater resources, the utilization rate of rainwater resources in Changsha was low, and part of the rainwater stored underground became black and odorous water bodies and other new pollution sources.

Through the construction of sponge cities, after the city’s rainwater is capitalized, it has many benefits. One is to reduce waterlogging; the second is to reduce non-point source pollution caused by rainwater runoff; and the third is to save a lot of government finances. investment.

[Explanation] It is reported that most of the water used for sanitation and greening throughout China is tap water of the same level as drinking water, but non-domestic water can often be replaced by rainwater.

In response, Zeng Fu’an, chairman of Hunan Yuchuang Environmental Engineering Co., Ltd., said that the company has developed rainwater storage modules and treatment technologies. After collecting rainwater from green spaces, roofs and ground, it must pass through a sewage interception basket, abandoned flow filtration, and rainwater. Technical aspects such as filtration and disinfection.

The quality of treated rainwater can meet the national standards for miscellaneous water and even drinking water.

We collect this rainwater. At present, it is mainly used for watering a green area, then a landscape replenishment, as well as flushing toilets, as well as our fire-fighting water, as well as our car wash, all of which are fine.

[Explanation] As one of the early initiators of China's sponge city, Liu Bo also suggested that Hunan could establish a local regional water rights trading agency to manage the water resources of the Dongting Lake and Xiangjiang river systems, and use rainwater resources for capitalization and water rights trading. Promote the development of the rainwater industry, and establish a natural resource asset market transaction, investment and financing channel for "green water and green mountains to become golden mountains and silver mountains".
