The incompetence of the Government and

its already proverbial lack of will to dialogue with the Autonomous Communities may make Spain lose an unbeatable opportunity

to overcome the devastating effects of the health crisis on our economy.

Brussels will open in the coming weeks the period for community partners to submit their plans to access the European funds awarded to each country, which in the case of Spain amount to 150,000 million euros in six years

you.

It is true that there is still time, but the sooner the projects are presented, the sooner they will be able to use aid that is essential for many companies and workers.

However, until Thursday, the Minister of Finance did not meet for the first time with her regional counterparts in the framework of the Sectorial Conference of the Recovery, Transformation and Resilience Plan.

That's when it became clear that

the concept of co-governance is, once again, a propaganda lure that conceals government intentions to unilaterally control the distribution of money

that, as the European Commission has repeatedly clarified, it must be assigned by consensus, not centrally, and equitably.

In that first meeting, the regional councilors (of all political parties) forced the minister to reconsider the operating regulations of the new dialogue forum since, as it was designed,

the Government would always have an absolute majority over all the autonomous entities

windows

it will cause confusion, incoordination and unwanted delays.

Finally, communities such as Madrid, had already anticipated their criticism for the lack of transparency when making the calculations to determine the real fall in GDP per capita in each region, as well as the base used to specify the unemployment rates and those of youth unemployment, the three criteria that the Government will use to award aid.

We are not facing a minor issue or a new political disagreement between the Government and the CCAA

.

Spain is already immersed in a crisis of unpredictable dimensions and Community funds must be dedicated to innovative projects that revitalize a paralyzed economy and help generate employment, the endemic disease of our country.

It is necessary

institutional loyalty, trust and dialogue between government and autonomies

to articulate a national program that promotes structural reforms to strengthen an economy like ours that is highly exposed to the consequences of international crises.

The lack of solid, clear and objective criteria and, again, government improvisation can cause aid to be diluted and wasted by becoming a new, short-term "plan E",

without national policy coherence and not intended for transformative projects

, as several councilors of the Treasury, such as the Junta de Andalucía, Juan Bravo, warn on our pages today.
